On June 12, at the joint sitting of the RA NA Standing Committees on Health Care and Social Affairs and on Financial-Credit and Budgetary Affairs moderated by Narek Zeynalyan and Mane Tandilyan the annual report on Execution of the RA State Budget for 2019, which related to the implementation of the programmes designed in the health care and social spheres and their financing.

The RA Minister of Finance Atom Janjughazyan touched upon the financial allocations, those responsible for the spheres mostly talked about the profile programmes, the measures directed to the increase of their efficiency, in some cases considered necessary the implementation of the legislative reforms.

The RA Minister of Labor and Social Affairs Zaruhi Batoyan presented the profile allocations to the MPs’ debate. In 2019, 16 programmes of the state budget were implemented.

She introduced the expenditures in the sphere of social security, development of state policy, coordination of the programmes and monitoring to the programme events from the state budget.

The RA Minister of Labor and Social Affairs presented the allocated financial means spent during the financial year in the frameworks of the of the support programme of the persons with disabilities.

Zaruhi Batoyan noted that the financial means were allocated to the military servicemen’s insurance foundation in 2019 for compensating the damages caused to the servicemen’s life or health during the RA defense.

The RA Minister of Health Arsen Torosyan presented the execution of the budget for 2019 of the Ministry led by him. 12 programmes were implemented during 2019 by the responsibility of the Ministry.

Arsen Torosyan presented the financial expenditures of the modernization of the health system and the rise of efficiency from the state budget, the medical aid services of hospitals and polyclinics during the financial period.

Due to the decrease of the average price of the services, the number of cases of those making use of free medical aid and service in hospitals increased.

The RA Minister of Health presented the financial allocations to the socially vulnerable persons, the expenditures of the medical aid and services of the employees of the state institutions and organization, providing the implementation of the programme,

The MPs’ questions addressed to the speakers related to the financing of the programmes implemented in the spheres and institutions, the underfulfillment of some programmes and the expediency of the ways of the solution of the existing problems.
