Ararat Mkrtchyan was born on July 22, 1953 in the town of Ararat.

Mr. Mkrtchyan graduated with a degree in medicine from the Yerevan State Medical Institute in 1978. He is a Doctor of Medical Sciences.

From 1978-1983 he worked as a food hygiene doctor in the Yeghegnadzor Sanitary and Epidemiological Department. From 1983-1985 he was a senior associate in the Scientific Research Institute of General Hygiene and Professional Diseases under the RA Ministry of Health Care. He spent the next six years as a senior scientific associate, assistant and scientific secretary at the Yerevan State Medical Institute. From 1991-1992 he was the head of the Economic Department in the RA Ministry of Health Care. From 1992-1998 he was the Deputy Minister of Health Care. From 1998-2000 he headed the State Health Care Agency under the RA Government. In 2000 he was appointed RA Minister of Health Care and Social Security and from 2000-2003 he was the RA Minister of Health Care.

On May 25, 2003 he was elected to the NA from the proportional list of the Republican Party of Armenia. From June 2003 to October 2004 he was serving  on the NA Standing Committee on Science, Education, Culture and Youth Affairs. Currently he sits on the NA Standing Committee on Social, Health Care and Environmental Protection Affairs. He is a member of both the Republican Party of Armenia Faction and party.

Mr. Mkrtchyan is married and has one child.
