Work debate on theme The Mining Sector and Newly Built Roads in parliament

The issue of roads being damaged by overloaded cars and the possible ways of solution were at the core of the work debate on the theme The Mining Sector and the Newly Built Roads.

The work debate held on May 2 initiated the Deputy Chair of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Rustam Bakoyan, in which the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan, the Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan, the Head of the Head of Environmental Protection and Mining Inspection Body Hovhannes Martirosyan and representatives of the responsible departments of the sector took part.

During the eponymous debate held about two months ago, the raised proposals were addressed to the RA Prime Minister’s Staff.

The Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan noted that there are different toolkits for the solution of the problems, for example, mentioning the installation of dynamic axle weighing scales of the cars. According to him, it is possible to carry out it within the framework of the state-private sector cooperation. In accordance with the international experience, the quantity of the installation of the scales will be defined in compliance with the road network structure.

Touching upon the proposal presented by Rustam Bakoyan, according to which, the vehicles can be furnished with special devices, the Head of Environmental Protection and Mining Inspection Body Hovhannes Martirosyan noted that initially the overloading of the cars and the consequences stemming from it will be excluded. According to him, the problem should be observed not in terms of not only overloading of roads, but also the traffic security.

Regarding the proposals of the installation of the devices on the vehicle axles, relevant financial means, as well as management model description are necessary for installation.

As the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan observed, the current administration being carried out in the control of the vehicles is unacceptable. In his opinion, new solutions and versions are necessary, which will facilitate the situation.

The probable problems coming from operation of the proposing versions and the accurately working factors were debated.

Summing up the debate Rustam Bakoyan proposed to create a working group, involving specialists of appropriate structures, to recruit the substantiations and the risky factors and to make a useful and profitable decision.
