The purpose of the legislative initiative is to reduce additional administrative and financial costs, improve the business environment, especially for companies in the technology sector. The RA Minister of High-Tech Industry Mkhitar Hayrapetyan said this.
At the RA NA regular sitting on November 14, the package of draft laws on Making Addendum to the Law on the Export of Dual Purpose Goods, their Transit Transportation through the RA Territory, as well as Control over the Transfer of Dual Purpose Information and Intellectual Activity Results and the draft law on Making Addendum to the Law on Licensing were debated in the first reading.
The import of goods of military purpose into the RA territory, as well as the export and transit of goods of dual purpose from the territory of Armenia, imply obtaining a license and a permit, respectively. In order to find out whether the products belong to the specified groups, businessmen order their examination in organizations accredited to carry out such activities. Through the examination, it is determined whether it is a product included in the lists defined by the relevant decisions of the Government or not. The 2 accredited companies set the fee for the examination in one day: 48.000 and 60.000 AMD, respectively.
The purpose of the adoption of the draft is to create appropriate legal bases for the publication of the list of goods subjected to examination and not recognized as dual or military goods as a result of the examination, and for the facilitation of customs formalities based on it.
The member of the Standing Committee on Economic Affairs Hovik Aghazaryan presented the endorsement of the Head Committee on the draft. He stressed that the adoption of the legislative initiative will have a positive impact on the business environment.
