Execution of Allocated Financial Means and Implemented Programmes to Yerevan Municipality and Regional Administrations for 2020 Presented

On June 7, at the next joint sitting of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment and on Financial-Credit and Budgetary Affairs the execution of the allocated financial means and implemented programmes to Yerevan Municipality and the Regional Administrations for 2020 state budget.

The Acting Minister of Finance Atom Janjughazyan noted that during the financial year Aragatsotn Regional Administration spent 517mln AMD, the specified programme was implemented by 93.4%. 546mln AMD was allocated to Armavir Marz, and about 99% budget execution was registered. Ararat

Regional Administration spent 537.5mln AMD, and the specified programme was almost 93.9%. The budget execution was 98.1% for 759mln AMD designed for Gegharkunik Marz. Lori Regional Administration spent 634mln AMD, and the budget execution was 98.67% by the specified programme. Kotayk Regional Administration spent about 581mln AMD, 99.8% budget execution was registered for the specified programme. Shirak Regional Administration spent 688mln AMD from the allocated financial means, the budget execution was 992.%. Syunik Regional Administration spent 559mln AMD, 97.4% budget execution was registered for the specified programme. Vayots Dzor Regional Administration spent 434mln AMD, the executive budget was 96.1%. Tavush Regional Administration spent 570mln AMD, the budget execution was 95.5%.

The Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan noted that 7 big expenditure programmes were implemented with 52 events. 100.1bln AMD was factually spent or 88.2% of the designed expenditures.

In the framework of the Territorial development programme 15 events were carried out spending 75.3bln AMD from the designed 80.4bln AMD.

The goal of the provision of subventions to the marzes/regions is the development of the infrastructures. About 700 programmes in 373 communities were carried out for that purpose. 14.5bln AMD was spent against the designed 17.7bln AMD.

There was 95.3% financing by the programme Financial Compensation to Local Self-Government Bodies with 3.3bln AMD.

About 9 programmes were carried out with different decisions conditioned by the coronavirus pandemic and war, spending 1.6bln AMD.

21 events were implemented in the framework of the City Development.

In response to the Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Vahe Ghalumyan, Vache Terteryan noted that in the framework of the subvention programmes, certain programmes were carried out in almost all communities included in the enlarged communities. The communities, which tried to more effectively plan and spend their financial means, had greater opportunity to take part in the subvention programmes.

The Deputy Mayor of Yerevan Sergey Nersesyan informed that in 2020, the factual incomes of Yerevan Municipality were 73bln 364mln AMD, the budget execution – 86.4%.

The factual income of purposeful allocation subventions was 8bln 323bln AMD.

The budget execution of the delegated authorities to Yerevan Municipality by the state was 26.2bln AMD against 32bln AMD, recording 80% budget execution.

In response to the question, the Deputy Mayor noted that during 2019-2020 520 lifts were replaced in Yerevan by the community.
