At Sitting of RA National Assembly

On February 7, the parliament continued the work of the regular sittings and by voting passed the draft laws and legislative packages debated in the previous day, including the legislative package the RA Judicial Code and on Amending the RA Constitutional Law NA Rules of Procedure in the second reading and completely.

The MPs continued debating the RA legislative package on Inter-Community Associations, on legal Acts and on Amending the RA Laws on State Registration of Legal Entities, the Legal Entities’ Separated Subdivisions, Institutions and the Individual Entrepreneurs’ State Accounting.

The RA NA deputies Artak Zeynalyan, Mane Tandilyan, Vardevan Grigoryan expressed their viewpoints on the RA legislative package.

Naira Zohrabyan presented the viewpoint of the RA NA Tsarukyan Faction and informed that the Faction would be against it.

Presenting the viewpoint of the RA NA RPA Faction , Khosrov Harutyunyan proposed to organize working debates during the period from the first to the second reading and revise the draft law.

The Deputy Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Araik Hovhannisyan and the RA First Minister of Territorial Administration and Development Vache Terteryan gave final speeches on the legislative package.

The draft law authored by the RA NA Deputy Speaker Arpine Hovhannisyan on Amending the RA Administrative Procedure Code was debated in the first reading.

The member of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights Shushan Sardaryan presented the endorsement.

The draft law on Making Addendum to the RA Law on Military Service and Serviceman’ Status authored by the RA NA deputy Mihran Poghosyan was debated in the first reading procedure.

Romik Manukyan conveyed to the parliament the endorsement of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights.

The legislative package on Amending the RA Law on Automobile Transport and on Amending the RA Code on Administrative Infringements was considered in the second reading.

The RA First Minister of Transport, Communication and Information Technologies Gagik Grigoryan presented for debate the draft law on Ratifying the Agreement on Development of TRASECA Multimodal Transportations (with enclosed rejection).

The Chair of the RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan presented the endorsement of the Committee.

Gagik Grigoryan also presented for debate the draft law on Ratifying the Convention on Road Signs and Alarms.

The member of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights Alik Sargsyan emphasized the adoption of the draft law.

The package of bills on Amending the RA Law on Licensing and on Amending the RA Law on State Duty was debated in the second reading and for completely passing it.

The package of the draft law on Making Addendum to the RA Water Code and the enclosed draft laws presented by the RA Minister of Nature Protection Artsvik Minasyan was debated in the first reading.

Artsvik Minasyan also presented for debate in the first reading the draft law on Making Amendments and Addenda to the RA Law on Ecological Control and the package of the draft laws enclosed to it.

The member of the RA NA Standing Committee on territorial Administration, Local Self-Government, Agriculture and Environment Aram Harutyunyan has noted that, as a result of amendments, the inspection body will be given an opportunity for working more effectively.
