Ara Babloyan Takes Part in Working Discussion on Theme Parliamentary Oversight towards Procedure to Implement the Laws

On January 25, the RA NA President Ara Babloyan took part in the working discussion on the theme The Parliamentary Oversight towards Procedure to Implement the Laws, where the Chairs of the RA NA Standing Committees, MPs, representatives of the Staff and international organizations attended.

In his welcome speech the RA NA President highlighted the use of the oversight functions being reserved to the RA National Assembly by the RA Constitution in the conditions of the parliamentary system of government, noting that those functions give an opportunity to the legislative power to implement more responsible government.

Ara Babloyan underlined the importance of the parliamentary oversight implementation towards procedure to implement laws through the RA NA Standing Committees.

In this context the Head of the parliament has highlighted the steps directed to the capacity building of the RA National Assembly Staff, noting that by this it is possible to carry out monitoring concerning the procedure to implement laws under debate in parliament, make professional analyses, as well as do impact assessments. In the RA NA President’s opinion, the analysis of the goals of law making, implementation procedure and impact study in different spheres should be in the target of parliamentary oversight.

The Head of the parliament also touched upon the necessity of the international experience study and use in this sphere.

According to the RA NA President, in case of being consistent the parliamentary oversight can greatly promote the improvement of the laws.

The Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan in his report touched upon the legal environment of the parliamentary oversight, the issues on monitoring and the international experience towards the procedure to implement laws in Armenia.

He also presented the amendments conditioned by the parliamentary system of government which would promote the revelation and elimination of law incompleteness, the change of the project flows and the formation of the new culture and platform for preparation of political debates and decisions.

During the debate the RA NA deputies expressed viewpoints on the theme under debate and addressed questions concerning them.

The working discussion was organized on the initiative of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs, in the framework of the project Support to the RA National Assembly to Improve the Parliamentary Oversight and the Cooperation with the Voters with the financial support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)/German Federal Enterprise for International Cooperation and the British Embassy in Armenia which was held by the NGO International Center for Human Development.
