On December 6, the RA National Assembly continued the work of the regular sittings passing by voting the draft laws debated on the previous day.

The deputies welcomed the students and lecturers of the Faculty of Law of the French University in Armenia, who had visited the parliament within the framework of the NA Open Doors programme.

By the presentation of the RA Minister of Finance Vardan Aramyan the parliament resumed the debate of the revised draft law on the State Budget of the Republic of Armenia for 2018. The Minister informed that in general 111 recommendations were received by the RA NA Factions and the deputies, and part of them was accepted. According to Vardan Aramyan, the recommendations presented by the parliamentarians related to different spheres, however mainly the programmes which were proposed to additionally finance were not mentioned. The RA Government also presented recommendations.

The RA NA Factions expressed their viewpoints on the draft law.

The Secretary of the RA NA ARF Faction Aghvan Vardanyan presented the positive opinion on the RA Draft State Budget.

The Head of the RA NA Way Out Faction Nikol Pashinyan presented the negative viewpoint of the Faction.

Naira Zohrabyan presented the negative viewpoint of the RA NA Tsarukyan Faction.

The Head of the RA NA RPA Faction Vahram Baghdasaryan touched upon the allocations in the sphere of health care and the issue of control towards investments.

The Committee Chairs expressed their viewpoints on behalf of the RA NA Standing Committees.

The Chair of the RA NA Standing Committee on Health Care and Social Affairs Hakob Hakobyan noted that the issue of the reduction of the expenditures of the health sphere had been debated with the government, and the expenditures had been completely restored.

The Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Vardevan Grigoryan has noted that the budget is cut from the real assessment of the level of the populations’ life and everyday life is presented.

The Chair of the RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan touched upon the political assessments and the implementation of the economic policy.

According to the Chair of the RA NA Standing Committee on Defense and Security Koryun Nahapetyan, the draft budget reflects the priorities of defense and security of our country, and it gives an opportunity to solve the key problems laid before the RA Armed Forces and will essentially raise the capabilities of the RA Armed Forces.

The Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan has underlined that the vision of the stability of the tax-budgetary and the state debt, the formation of the favourable environment for  long-term and sustainable economic growth, the growth of the volumes of the goods and services’ export. He noted that the Committee called on to vote for it.

In his final speech the RA Minister of Finance Vardan Aramyan has touched upon the deputies’ speeches and criticism, presented the main pillars of the implementation of the tax-budgetary policy, assuring that the government pursues right policy.

The draft laws on the Conservation of the Plant Varieties and on Amending the RA Code on Administrative Infringements and its enclosed draft packages.

The RA Deputy Minister of Justice Vigen Kocharyan in the first reading presented for debate the draft law on Prevention of Domestic Violence, Protection of the Persons Subjected to Violence in the Family and the Restoration of Solidarity in the Family with the enclosed legislative package authored by the RA Government.

The RA NA Deputy Speaker Arpine Hovhannisyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs and Protection of Human Rights.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech.

He touched upon the draft law of big public sounding and noted that the disputable provisions existing in the first version were mainly removed from the debating draft law, and there were still provisions to be debated.

The RA NA deputies Samvel Farmanyan, Gevorg Petrosyan, Aghvan Vardanyan, Sergey Bagratyan, Hrayr Tovmasyan, Naira Zohrabyan, Hayk Babukhanyan, Gevorg Gorgisyan, Karine Atshemyan, Alik Sargsyan, Armenuhi Kyureghyan, Lena Nazaryan, Mihran Hakobyan and Mane Tandilyan expressed their viewpoints on the draft law.

The Head of the RA NA Way Out Faction Nikol Pashinyan and the Secretary of the RA NA ARF Faction Aghvan Vardanyan presnted the viewpoints of the RA NA Factions.

The RA NA Deputy Speaker Arpine Hovhannisyan has delivered an extraordinary speech, underlining that the family relations are not regulated by the legislation and will not be regulated. In the word of the RA NA Deputy Speaker, the main thesis shall be voiced during the debate of the bill. Touching upon the deputies’ speeches and recommendations, Arpine Hovhannisyan has noted that the solidarity in the family is not regulated by law, also including the restoration of solidarity.

The RA NA Deputy Speaker also talked about the role of the police and the traditional family values.

At the last sitting, according to the RA Constitutional Law the NA Rules of Procedure, the members of the RA Government answered the deputies’ questions.
