RA NA Draft Statement Authored by RA NA Way Out Faction Debated in Parliamentary Hearings

On November 27, in the RA National Assembly parliamentary hearings were held on beginning the process of suspending the operation of the Eurasian Economic Union on the RA authored by the RA NA Way Out Faction. The RA NA deputies, representatives of the civil society and the experts of the sphere took part in the hearings.

The Head of the RA NA Way Out Nikol Pashinyan, welcoming the attendees, noted that during the dispute the RA NA deputies, experts would present their viewpoints and opinions, promoting the comprehensive observation of the theme under debate.

The key speaker, the deputy of the RA NA Way Out Faction Edmon Marukyan noted that Armenia should begin the process of going out of EEU, as during the membership to the structure progress had not been registered in any sphere in the issues of the development of the economy and the peaceful settlement of the Artsakh problem: on the contrary, the Way Out Faction had registered regress. Mr Marukyan touched upon the deportation of the RA citizens from Russia, the emergence of the problems relating to the RA driver's license and other issues. Edmon Marukyan highlighted the upgrading of the legal basis of the RA with the EU.

The Chairman of the RA NA Standing Committee on Foreign Relations Armen Ashotyan touched upon the economic, political and military factors of Armenia's membership to EEU. He has noted that the RA membership to this structure stems from the RA foreign political agenda and has referred to the foreign political recent developments and the statistics of the economic indices. According to Armen Ashotyan, there are problems in all structures, but every integration process requires institutional establishment. With regards to the citizens' deportation Mr Ashotyan has noted that there are treaties concerning between all civilized countries.

The deputy of the RA NA Way Out Faction Aram Sargsyan presented his viewpoints, stressing the decrease of the investments during recent years, conditioning that fact by the RA membership to the EEU. In Mr Sargsyan's opinion, the traditions formed in the EEU can have political and economic irreversible consequences for Armenia, and the punitive measures being applied against the RF have an impact on the economy of Armenia. According to Aram Sargsyan, the goods turnover exists only between Armenia and the RF, not between Armenia and the EEU countries.

The RA NA Deputy Speaker Mikayel Melkumyan has noted that the existing problems have emerged because of badly using the opportunities given by the EEU, as the small inner market and the absence of the logistic system create additional problems for Armenia. In Mr Melkumyan's opinion, we should try to move forward without opposing the EEU and the EU to each other, and we should give realistic, professional assessments to the situation. Mikayel Melkumyan has stated that though the EEU and the EU have mutual interests, Armenia should have enough potential to make use of the created situation.

During the parliamentary hearings the RA NA deputies and the experts of the sphere expressed their opinions on Armenia's membership to the EEU. The speakers touched upon the gas tariff in Armenia, the issues relating to security and the preconditions of the foreign market development.

Summing up the hearings, the key speaker Edmon Marukyan touched upon the speakers' viewpoints and gave clarifications.
