Press Conference of RA NA Delegation Members to Euronest PA Held

On November 7, the Head of the RA National Assembly delegation to the Euronest Parliamentary Assembly, the Delegation members (the RA NA Way Out Faction member Mane Tandilyan, the RA NA ARF Faction member Armenuhi Kyureghyan, the RA NA Tsarukyan Faction Vardan Bostanjyan) presented details on the works of the Plenary Session of the Euronest Parliamentary Assembly and four Committees held in Kiev from October 29 to November 1.

Armen Ashotyan informed that at the Plenary Session four reports were adopted, which related to the energy, economic, political spheres, the issues relating to the women and youth.

Three urgent resolutions were adopted, among which the Armenian delegation presented the Resolution regulating the use of the Lethal Autonomous Weapons Systems. At the Euronest PA Plenary Session the Resolution was adopted, as the Armenian delegation presented it. Besides the Azerbaijani delegation, there were no recommendations by other delegations. As a result of discussion, all anti-Armenian recommendations were rejected. The EPP members as co-author and delegates of other countries greatly support the adoption of the Resolution.

In this context the Head of the RA NA Delegation Armen Ashotyan touched upon the role of the parliamentary diplomacy on different international platforms and highlighted it, stressing that in the positive sense it had undergone changes, which confirmed the adopted documents. With regard to the NK conflict and the documents being adopted, the Head of the delegation particularly noted: “The documents don’t prevent the wars, and they reduce the probability of the wide-scale wars. The documents create political capital, political atmosphere for this or that country, which gives opportunity to punish the guilt. This is the final result of the diplomatic work. Political atmosphere is created, in this case towards the two Armenian states, which will give results tomorrow. Our work was modest, and the results also are global in the global sense. On the Karabakh-Azerbaijani line of contact, unfortunately, the shootings continue, and we continue having victims. By now, this is not a preventing phenomenon by diplomacy because of the posture of Azerbaijan’s military-political leadership and its role. However, this does not mean that the documents and the resolutions are not important in the parliamentary formats.” Enumerating the failing process of the anti-Armenian resolutions on different international platforms, Mr Ashotyan underscored: “We should fight and create right political way, right environment on Artsakh problem.”

The members of the delegation touched upon their works done in PACE PA four Committees and in general, effectively assess it. Armenuhi Kyureghyan has positively assessed the circumstance that it has been succeeded to affirm in all documents that the NK problem completely differs from all conflicts. Mane Tandilyan highlighted the Armenian delegations’ active work on different international platforms, touched upon the work of the Committees and the RA-EU Agreement to be signed in the future, emphasizing its use. She also effectively assessed the work of the Armenian delegation. Vardan Bostanjyan talked about the works of the Euronest PA Committee on Economic Integration, Legal Approximation and Convergence with EU Policies, where mainly were discussed the issues of the development of entrepreneurship and the transport and communication means. Let us note that Vardan Bostanjyan is the Deputy Chairman of the abovementioned Committee.

According to Armen Ashotyan, the member of the delegation Samvel Farmanyan was elected the First Deputy Chairman of the Euronest PA Committee on Political Affairs, Human Rights and Democracy. The member of the delegation Karine Atshemyan will make a report in the Committee on Social Affairs, Education, Culture and Civil Society.

The next Plenary Session of the Euronest PA will take place in Brussels at the end of June 2018.
