Extraordinary Sitting of RA NA Standing Committee on European Integration Held

On June 15, the extraordinary sitting of the RA NA Standing Committee on European Integration moderated by Naira Zohrabyan was held. The public report of the RA Human Rights Defender (HRD) on Ensuring the Right to Preservation of Health of the Persons Deprived of Liberty in the Criminal-Executive Institutions was debated.

The Chair of the RA NA Standing Committee on European Integration Naira Zohrabyan noted that the Criminal-Executive Department of the RA Ministry of Justice presented reservations on the report of the RA Human Rights Defender. The Committee Chair informed that within the framework of their visits to the criminal-executive institutions the Committee recorded a number of problems, which especially relate to extremely hard situation of the medical aid, lack of specialist-doctors and the provision of medicine. Mrs Zohrabyan has underlined that there are problems demanding legislative regulations. In this context she touched upon the problem of methadone medicine and noted that people get it for getting rid of drug dependence, the leadership of the Criminal Executive Institution (CEI) makes a decision to let using it. In Naira Zohrabyan’s word, a mandatory medicine list shall be established by law for avoiding willfulness. She also proposed to remove the doctors from the subordination.

The RA Human Rights Defender Arman Tatoyan has noted that the analysis of the situation in the CEI is presented in the report by 2016, the systemized problems and the ways of their solution are pointed out. In the debate and solution of the problems he emphasized the role of the representatives of the parliament, government, civil society, lawyers and the mass media. Mr Tatoyan informed that based on the report presented by them the CEI Department of the RA Ministry of Justice will submit recommendations. In his word the Ombudsman’s Office will present recommendations of a series of legal acts’ elaboration.

During the discussion the participants touched upon the organization of the care of the persons deprived of liberty, the strengthening of the HRD departments in the marzes, especially in the borderline regions, the quality of the medical service in the CEI and other issues. The NA deputies presented recommendations on the legislative regulations.

At the end of the meeting Naira Zohrabyan informed that the Committee will continue the visits to the CEI, after which they will meet with the EU representatives to discuss the problems.
