Hermine Naghdalyan: People of Armenia Have Chosen the Path of Democracy and None of External Obstacles Can Make Us Deviate from That Route

On January 23, at PACE Winter plenary session started in Strasbourg in the format of the current report of PACE Bureau and Standing Committee, the RA NA Deputy Speaker, the Head of the Armenian Delegation to PACE Hermine Naghdalyan, once again taking advantage, touched upon the processes followed by the referendum of the Constitutional reforms in Armenia and the upcoming parliamentary elections.

In her speech, the RA NA Deputy Speaker presented to her European colleagues the whole process of the Constitutional reforms, considering them vital by their nature, providing prerequisites for creat ion of more stable and democratic system and improve ment of the constitutional mechanisms that ensure the appropriate balance of powers and the rule of law.

Hermine Naghdalyan has underlined that the proposed amendments have been commended in the Venice Commission Opinions and a lmost all the recommendations of the Commission were accepted by the Armenian authorities.

Mrs Naghdalyan informed that a fter the Referendum the RA authorities had embarked upon a large-scale process of changing and adjusting the legal system to the new realities - respective changes we re made in hundreds of laws and legal acts , new constitutional laws we re adopted, including law on Ombudsman, law on Local Self-Government, Rules of Procedure of the parliament. In her speech Mrs Naghdalyan has stressed that a large package of legislative changes is also foreseen for 2017 also in close cooperation with the Venice Commission and other international stakeholders .

As the RA NA Deputy Speaker ensured, the Electoral Code was the most debated document, and t he process of its elaboration progressed in a spirit of cooperation between all interested poltical forces under an exceptional format of collaboration with equal participation of authorities, opposition and civil society sector.

“The New Electoral Code creates a full-fledged reliable base for the upcoming parliamentary elections,” Hermine Naghdalyan underlined, ensuring that holding of free and fair elections is the top priority of the authorities of the country, and its legitimacy is much more important than the results for us.

“Our commitment is to hold democratic and transparent elections primarily based on competitive ideas and program me s . People of Armenia have chosen the path of democracy and none of external obstacles can make us deviate from that route,” Mrs Naghdalyan noted in her speech.

In this context, the RA NA Deputy Speaker reminded her European colleagues about the April aggression unleashed by Azerbaijan last year on the entire line of contact with Nagorno-Karabakh, as well as the recent military incursion on the border with Armenia that were condemned by the international community, we have not departed from our democratic path and have remained committed to the peaceful resolution of Nagorno-Karabakh conflict.

“Such actions that undermine the security of Armenia, Karabakh and the region in general have not shaken our resolve in implementing a wide-range of reforms in judicial, human rights and other essential areas, all in compliance with our international obligations,” the RA NA Deputy Speaker concluded her speech, stressing that Armenia’s commitment to human rights, democracy and the rule of law will never be conditioned by any external factor, be it geopolitical, economic or other.
