At Joint Sitting of RA NA Standing Committee on Foreign Relations and RF FA FC Committee on International Affairs

On November 19, the first joint sitting of the RA National Assembly Standing Committee on Foreign Relations and RF FA FC Committee on International Affairs was held.

Welcoming the visit of the representatives of the RF FA Council of Federation Committee on International Affairs to the RA National Assembly, the Chair of the RA NA Standing Committee on Foreign Relations Artak Zakaryan has noted that similar debates at parliamentary level serve as an effective stimulus for the sustainable and dynamic development of the parliamentary relations of Armenia and Russia. Mr Zakaryan has noted that the level of relations between Armenia and Russia and the passed path of cooperation are based on the guarantees of mutual aid in the atmosphere of trust and hard situations. According to the Committee Chair, the reliable cooperation in the military, political, economic and energy spheres is a firm basis, and there is no single sphere, where it is not possible to record sustainable development and tendencies of progress.

In his welcoming speech the RA Deputy Prime Minister Vache Gabrielyan has noted that the chosen issues are cornerstones for deepening of further development and cooperation of the two countries. The Deputy Prime Minister has noted that Armenia’s full participation in the Eurasian Economic Union (EEU) is observed as a format for the development of predictable and at best mutually beneficial relations based on the free circulation of the goods, services, capital and working force. In the geographical sense the EEU is the biggest economic union, however, according to Vache Gabrielyan, it nevertheless has unrealized huge potential. According to the speaker, it is necessary to differentiate that potential, find the united and inner-state mechanism, which will allow multiplying the results. Mr Gabrielyan has noted that though one and a half year has passed since joining the Union, but it is necessary to monitor the processes and reveal the objective and subjective difficulties and obstacles, which can become challenge for integration and solving the problems at all levels promote the sustainable progress. The RA Deputy Prime Minister has stated that in terms of legal norms the EEU takes considerable and essential steps for the unification of the markets, and support of the mutual free move of goods and services. Vache Gabrielyan also presented some statistical data on the RA foreign trade. It had been noted that the integration processes require great efforts and Armenia uses the potential of cooperation at all possible formats – inter-parliamentary, inter-governmental, inter-institutional, professional and even in terms of the involvement of the wide public circles.

The Chairperson of the RF FA Council of the Federation Committee on Foreign Affairs Konstantin Kosachyov made welcoming remarks. Highlighting the holding of the joint sitting, Mr Kosachyov has stated that it has been two years that the two countries have full activities in the EEU, and there is an opportunity to analyse the accumulated experience to understand in what direction works will be done. According to the Committee Chairperson, after listening to the experts it will be possible to document that the participation of Armenia and Russia in the EEU integration programme corresponds to the national interests of the countries. Mr Kosachyov thanked the RA National Assembly both for the constructive cooperation with the State Duma and the Council of Federation and for the support at different parliamentary platforms. The Committee Chairperson has expressed conviction that the joint sitting being held for the first time will be effective and become continuous.

Afterwards, the MPs and the experts of the two countries delivered speeches, which related to the existing possibilities of the economic cooperation within the EEU and the perspectives of development, integration dynamics and the economic expectations of the sides.

The Deputy Minister for International Economic Integration and Reforms Hovhannes Azizyan noted that the Eurasian integration project expanded the economic borders of all participant countries. It created almost 200mln market without customs borders. The rules and procedures of running business in numerous spheres were simplified. According to Mr Azizyan, during the two years a normative legal frame has been created, the main obstacles of the free move of the productive factors, and united markets were formed in different spheres. At present works are done in shaping wide economic partnership on the basis of the EEU and the Silk Road Economic Zone Chinese Initiative. Trade-economic agreements were worked out with Iran, India, Egypt, Israel, Mongolia, South Korea, Cambodia and Singapore.

The Deputy Head of the Integration Development Department of the Eurasian Economic Committee Saadat Asanseitova talked about the goods turnover between the two countries in the EEC and presented the indices of the growth. The Member of the RF FA Federal Council Committee on International Affairs Arnold Tulokhonov, the EEU Institute Director Vladimir Lepekhin, and the Chair of the Economic-Mathematical Methods of RA State University of Economics Ashot Tavadyan delivered speeches on the theme. The Member of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Khosrov Harutyunyan touched upon Armenia’s expectations in entering into the EEC and the existing challenges. Mr Harutyunyan emphasized the formation of the new technological opportunities.

As a result of the legislators’ concerned debate, problems were raised, and recommendations were submitted in strengthening of cooperation and bilateral cooperation at parliamentary platform.

The Head of the RA Defensive National Investigation University, General-Lieutenant, Doctor-Professor of Political Sciences Hayk Kotanjyan, the member of the RF FA Council of Federation Committee on International Affairs Rafayil Zinurov and the Chairman of the Integration and Development NGO Aram Safaryan gave speeches on the theme Regional Security: the Armenian-Russian Bilateral Cooperation and Joint Efforts for the benefit of Sustainable and peaceful Development.

Hayk Kotanjyan presented in detail the phases of the NK conflict and the OSCE Minsk Group activities. He touched upon the NK conflict settlement process: considered necessary the use of the innovative balance methods and the control mechanisms for prevention of war. Rafayil Zinurov presented the victorious pages of the history of the Armenian people, underlining that in all times the Armenians were distinguished by their surprising steadfastness. Making historical comparisons, Mr Zinurov talked about the regional problems and challenges, the joint fighting against terrorism and the cooperation with the NATO member countries. In the settlement of the regional problems he deemed necessary the strengthening of parliamentary diplomacy, emphasized the development of the inter-regional relations and the ties in the social, economic and cultural spheres. Aram Safaryan in his speech talked about the RA-EEU cooperation, especially distinguishing the growth of the RF export volumes. He has underlined that our country attaches importance to the cooperation with Russia. He particularly touched upon the creation of the necessary conditions for the economic development by the states.

The Deputy Chairperson of the RF FA Council of Federation Committee on International Affairs Andrey Klimov, the mMmbers of the RA NA Standing Committee on Foreign Relations Mher Shahgeldyan, Artashes Geghamyan, Samvel Farmanyan, Vahe Enfiajyan and the Member of the RA NA Standing Committee on Science, Education, Culture, Youth and Sport Karine Atshemyan delivered speeches on the theme The Inter-Parliamentary Cooperation at International Parliamentary Platforms – PACE, OSCE PA, CSTO PA, CIS PA, Inter-Parliamentary Union, and PABSEC.

At the end of the sitting the MPs made a joint statement, which signed the Committee Chairs Artak Zakaryan and Konstantin Kosachyov.
