Work of Four-Day Sittings Continues

On October 26, the RA National Assembly continued the work of the regular sitting by voting passed the bills debated on the previous day and ratified the Agreements.

The deputies by the proposal of the NA Speaker Galust Sahakyan welcomed the pupils and pedagogues of the educational institutions of different communities of Lori and Shirak Marzes who had visited the parliament within the framework of the NA Open Doors programme.

The deputies continued debating the Protocol 16 to the Convention on the Protection of Human Rights and Fundamental Freedoms, and Karen Bekaryan submitted the endorsement of the NA Standing Committee on Foreign Relations.

Afterwards the RA Deputy Minister of Justice Vigen Kocharyan submitted for debate the Agreement on Protection of the Participants of the Criminal Procedure with enclosed objection signed in Minsk on November 28, 2016.

The Chair of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee.

Afterwards the RA Deputy Minister of Justice Suren Krmoyan in the first reading submitted for debate the legislative package on Amending the RA Law on Employment and on Amending the RA Criminal Procedure Code.

The key speaker were addressed questions, and in most of them the MPs expressed concern on the implementation of the programme, and they opined that the package was utopist full of good wishes.

The Member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan  presented the endorsement of the Head Committee.

The NA deputies Vahe Hovhannisyan, Naira Zohrabyan, Hovhannes Margaryan, Mikayel Melkumyan, Hovhannes Sahakyan, Gagik Jhangiryan and Margarit Yesayan delivered speeches on the package.

The RA NA Deputy Speaker Eduard Sharmazanov gave an extraordinary speech and noted that he was defending the initiative and was calling on his colleagues to vote for the initiative stemming from the humanitarian and Christian system of values.

The key speaker Suren Krmoyan touched upon the deputies’ interpellations and gave clarifications.

The parliament in the second reading debated the bill on Amending the RA Law on Securities Market and the enclosed presented package of bills.

Afterwards the RA Deputy Minister of Energy and Natural Resources Areg Galstyan submitted the Protocol on Amending the Treaty of November 25, 1998 on Provision of Parallel Works of CIS Member States Energy Systems (with enclosed statement).

The debate of the issue will continue at October 27 NA sitting.

In accordance with the law the NA Rules of Procedure, at the last sitting the members of the RA Government answered the deputies’ questions.
