RA National Assembly Begins Work of Tenth Session of Fifth Convocation

On September 13, under the sounds of the RA anthem the opening of the tenth session of the RA NA fifth convocation was announced. The NA Speaker Galust Sahakyan submitted for the deputies’ consideration the draft agendas of the tenth session of the NA fifth convocation and September 13-15 sittings, and the NA draft decisions on cancellations, as well as on debating with special order some draft laws, which were approved.

Before passing to the debate of the agenda items by the NA Speaker’s proposal the deputies welcomed the teachers and pupils of Yerevan Alexander Pushkin N 8 General School, who visited the NA and were observing the procedure of the sitting.

The parliament reaffirmed the NA decision on the order of the formation of the NA Ad-hoc Accounting Committee passed in the ninth session of the NA fifth convocation, according to which, the Ad-hoc Accounting Committee will be comprised of 12 members: 6 deputies from the RPA, 2 - from the PAP, and one deputy - from each faction. Let us note that the ANC faction refused to take part in the works of the Accounting Committee.

The NA Speaker proposed the factions to submit their candidates for the Ad-hoc Accounting Committee and for the NA Committee on Ethics.

The RA NA Speaker Galust Sahakyan has informed that under Article 103 of the RA Constitution, the RA National Assembly by the RA President’s proposal appoints the RA Prosecutor General. The RA President, guided by Paragraph 9 of Article 5, the amendments to the RA Constitution of 2005 and taking as a basis the first part of Article 36 of the RA law on the Prosecution, proposed Artur Davtyan’s candidacy in the RA Prosecutor General’s position.

Delivering his speech, Artur Davtyan presented his programmes, plans and priorities, the problems facing the Prosecutor’s Office, his visions aimed at their effective solution, which he was intended to implement in case of being elected. The RA Prosecutor General’s candidate also highlighted the reforms in the system of the prosecution in the series of the reforms which had been started in the social, political, legal and economic spheres. Artak Davtyan touched upon the works to be done in strengthening of legality, protection of citizens’ rights, fundamental freedoms, the importance of combating crime and corruption, noting that without an active, healthy and demanding society protected by law, no state can have firm bases and provide sustainable development.

The NA deputies addressed numerous questions to the RA Prosecutor Generals’ candidate, which related to the implementation of the principles of the activities of the Prosecutor’s Office, the transparency of the Prosecutor’s Office, the place of criminal Permyakov’s to serve the sentence, the actions of the police during the events in Sari Tagh and criminal cases initiated because of those events, the prosecutors’ salaries, the possible decriminalization of some actions, the steps directed to the exclusion of the cases of election fraud and a number of issues of public and political sounding.

The NA deputies Vahan Babayan and Koryun Nahapetyan delivered speeches on the RA Prosecutor General’s appointment.

The debate of the issue will continue at September 14 sitting.

The last hour of the sitting, in accordance with the RA Law NA Rules of Procedure was allotted to the deputies’ announcements.
