On September 6, the NA Standing Committees held meetings.

The RA NA Standing Committee on Foreign Affairs moderated by Artak Zakaryan considered a number of international agreements which are to be included in the draft agenda of the coming NA 4-day sittings with the Committee’s endorsement. 

The Agreement on Mutual Abolishment of Visa Regime between the Government of the Republic of Armenia and the Macau Special Administrative Region of the People’s Republic of China submitted by the RA Deputy Foreign Minister Shavarsh Kocharyan was discussed, according to which the RA citizens and the Macau residents are mutually exempted of visa requirements.

The MPs also discussed the Agreement on Employment of the Family members of the Employees of Diplomatic and Consular Missions and Permanent Representations between the Government of the Republic of Armenia and the Government of the Federal Republic of Germany.

The RA Deputy Minister of Energy and Natural Resources Areg Galstyan submitted for debate the Agreement on Cooperation in the Field of Peaceful Use of Atomic Energy signed between the Government of the Republic of Armenian and the Government of the Republic of Belarus . 

The RA SRC Deputy Chairman Vakhtang Mirumyan submitted the Agreement on Tax Information Exchange between the RA Government and the Government of the Republic of Argentina . 

Thereafter the deputies discussed the NA Draft Statement on Condemning the Genocide Committed against Yazidi People in Iraq authored by the RA NA MPs Naira Zohrabyan, Mikayel Melkumyan, Vahe Enfiajyan, Aragats Akhoyan, Lyova Khachatryan, Vahan Karapetyan, Tevan Poghosyan and Armen Avetisyan.    

The RA NA Standing Committee on Human Rights and Public Affairs moderated by Elinar Vardanyan considered the Human Rights Defender Arman Tatoyan’s Annual Report on the RA Ombudsman office activities and state of human rights and freedoms protection in 2015. Ombudsman office received 5200 complaints mainly dealing with the activities of the RA Police, RA Ministries of Justice and Defense. The Committee took the Annual Report into consideration.     

The legislative package on Amendments to the RA Law on NGOs, on Foundations was discussed in the first reading. The RA Deputy Minister of Justice Arsen Mkrtchyan informed that the legislative package had been revised. The amendments mainly refer to Organizations’ entrepreneurial activities, right to apply to court, voluntary work. The mentioned legislative package is to be included in the draft agenda of the upcoming NA 4-day sittings with the Committee’s endorsement.  

The discussions on the legislative packages of the RA Law on the Repressed and on Amendments to the RA Criminal Code authored by the NA MPs Elinar Vardanyan and Stepan Margaryan, and the RA Law on Human Rights Defender and Amendments to the RA Penitentiary Code initiated by the RA Government were postponed for up to a year. 

The RA NA Standing Committee on Finance-Credit ad Budgetary Affairs moderated by Gagik Minasyan discussed in the first reading the legislative package of the RA Law on Amendments to the RA Law on Equity Market and Amendments to the RA Criminal Code authored by the Government.

Armen Yeghiazaryan ,  Director   of the National Centre for Legislative Regulation, submitted the legislative package of draft laws on Amendments to the RA Law on Audit Activity and Amendments to the RA Law on State Duty debated in the first reading. It is proposed to abolish state duties for auditor licenses of physical persons. The legislative packages are to be included in the draft agenda of the upcoming NA 4-day sittings with the Committee’s endorsement.   

The Committee discussed the report on the implementation process of the state budget of the first half of 2016 and took it into consideration.

The RA Standing Committee on Healthcare, Maternity and Childhood moderated by Ara Babloyan considered the draft law on Amendments to the RA Law on Human Reproductive Health and Reproductive Rights of Humans authored by MP Tevan Poghosyan offering to create a preservation bank of servicemen’s gametes. By the author’s proposal the draft law was taken out of circulation for its more accurate drafting.

The RA Deputy Minister of Healthcare Sergey Khachatryan submitted the package of draft law on Amendments to the RA Law on Psychiatric Care. The package is to be included in the draft agenda of September 13-15 NA 4-day sittings with the Committee’s endorsement.    

On the same day the RA NA Standing Committee on Social Affairs moderated by Hakob Hakobyan discussed the draft law on Amendments to the RA Law on Rescue Service and Rescuer's Status in the second reading.

The RA State Revenue Committee Deputy Chairman Vakhtang Mirumyan submitted the draft law on Amendments to the RA Law on Remuneration of Public Officials.

The draft laws are to be included in the draft agenda of the 10th Session of the NA 5^th convocation and the upcoming NA 4-day sittings with the Committee’s endorsement.
