Members of RA NA Standing Committee on Financial Credit and Budgetary Affairs Meet with German Bundestag Delegation

On July 1, the Chairman of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan, Committee members Khosrov Harutyunyan, Samvel Nikoyan, Lernik Aleksanyan and the NA deputy Sukias Avetisyan met with the members of the Delegation led by the Chair of the Budgetary Control Committee of the German Bundestag Bettina Hagedorn. Ambassador Extraordinary and Plenipotentiary of Germany to the RA Bernhard Matthias Kiesler also attended the meeting.

Welcoming the guests, the Chairman of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan on behalf of his colleagues and him thanked the German Bundestag for the adoption of the Resolution recognizing the Armenian Genocide a few days ago. Mr Minasyan has noted that even in the 21st century the mankind is not guaranteed from genocides, thus the step made by Bundestag is great not only towards the Armenian people, but also towards the whole humanity.

In the course of the meeting the guests got acquainted with the procedure of the fulfillment of the programme Public Finance Management in the South Caucasus having been implemented since 2012 in Armenia by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (German Federal Enterprise for International Cooperation). Gagik Minasyan highlighted the great and substantial work being done with the support of the GIZ in the sphere of public finance management in Armenia. The Committee Chairman talked about the works done by Budgetary Office functioning in the National Assembly, the programme budgetary process and the creation of the law on New Audit Chamber. Gagik Minasyan informed that, according to the RA new Constitution, Armenia will have an Audit Chamber.

Thanking the Committee Chairman and the NA deputies for the reception and presenting in detail the reforms being made in the sphere the Chair of the Control Chamber of the German Bundestag Bettina Hagedorn has noted that a process of complex reforms is being implemented. Mrs Hagedorn has stated that taking into consideration her 14-year working experience in the Bugetary Control Chamber she can say that there are no perfect laws, while applying them necessity occurs to reform them. In the word of the Bundestag MP, the transparency and control of the public finance management serve not only as a tool to prevent the corruption phenomena, but also to supervise the activities of the government.

Highlighting the reforms being implemented with the support of the GIZ in the sphere of the public finance management, the RA NA deputies have noted that their main goal is to endow all political forces of the parliament with control levers.

At the end of the meeting the Bundestag MPs have noted that they are always ready to support the Committee on Financial-Credit and Budgetary Affairs of the National Assembly, unless there is need for it.
