By the decision of the RA NA Speaker Galust Sahakyan, under Article 70 of the RA Constitution, at the initiative of the RA Government, on June 13 at 12:00 an extraordinary session of the RA National Assembly was convened by the initiator’s established agenda.

The deputies by voting approved the NA draft decision on the Special Procedure of Holding of the Extraordinary Session convened on June 13, 2016, by which it was proposed to convene three sittings with one and a half hour duration on the first day of the RA National Assembly Extraordinary Session. The duration of the first interval is one hour, and the second interval is half an hour. Beginning from the second day every day four sittings with one and a half hour duration will be convened, the beginning of the sittings is 11 a.m., and the duration of every interval is half an hour.

Afterwards the parliament approved the Annual Report on the RA State Budget Execution for 2015 with 88 for, 15 against and 14 abstained.

The draft laws on Amendments to the RA Law on the Service in the National Security Bodies and on Amendment to the RA Law on State Registration of Rights towards Property were also passed by voting.

Then the deputies continued debating the RA Tax Code.

The Deputy Chairman of the State Revenue Committee adjunct to the RA Government Vakhtang Mirumyan noted that the Tax Code should encourage the economic activities, promote the activation of the economic activities and the provision of the long-term economic growth. Then Vakhtang Mirumyan continued answering the deputies’ questions, which related to the kinds of taxes, the necessity of the luxurious tax investment, the increase of the excise tax, the change of income tax rates, the value added tax, etc.

During the sitting the RA NA Deputy Speaker Eduard Sharmazanov informed that the singer, the ArmSSR People’s Artist Ofelya Hambardzumyan had passed away. The MPs honoured the memory of the well-acclaimed and beloved singer in one-minute silence.

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan in his co-report noted that the Draft Code had passed a phase of debate in the Government, it will be thoroughly debated with the participation of those responsible for the sphere in the NA in future, according to the schedule of debates.

The NA deputies Khachatur Kokobelyan, Aram Manukyan, Vahram Mkrtchyan and Levon Dokhloyan expressed their views on the issue.

At the end of the sitting the NA Deputy Speaker Eduard Sharmazanov noted that the political majority will defend the new Draft Tax Code in the first reading, urging the Government to work with the legislators, take into consideration all the constructive recommendations. He assured that as a result of united work we’ll have more qualified document in autumn.

The debate of the issue will continue at June 14 sitting of the parliament.
