On May 16, the RA National Assembly began the work of the regular four-day sittings.

By the proposal of the RA NA Speaker Galust Sahakyan the deputies welcomed the teachers and pupils of the Secondary School of Ashotsk community of Shirak Marz, who visited the parliament within the framework of the NA Open Doors programme.

The parliament approved the NA draft decisions on the NA four-day sittings, postponements and amendments. The deputies Zaruhi Postanjyan and Hrant Bagratyan presented the draft law on Recognizing the Artsakh Republic for including it in the draft law of the agenda of the ninth session of the RA NA fifth convocation. It was debated in the RA NA Standing Committee on Foreign Relations and was not endorsed. As a result of voting the draft law received 12 votes for it and was not included in the agenda of the NA session.

Afterwards the voting of the bills debated at the NA extraordinary sitting convened on the previous day was held, as a result of which the draft law on Exempting Hrazdan-Cement CJSC from Penalties Incurred from Tax and Compulsory Social Payments was passed in the third reading and completely, in the second reading the draft law on Probation with the enclosed package, in the second reading and completely the draft law on Taxes with the enclosed package. The draft law on Amendment to the RA law Rules of Procedure of the National Assembly authored by the NA deputies Hovhannes Margaryan and Mher Shahgeldyan was not passed.

The parliament in the third reading debated the draft lw on Medicine with the enclosed legislative package, which submitted the RA Deputy Minister of Healthcare Sergey Khachatryan.

The deputies in the second reading debated the RA Draft Electoral Code with the enclosed legislative package.

By the detailed presentation of the key reporter Davit Harutyunyan the RA Draft Electoral Code and the enclosed legislative package were considered in the second reading procedure.

The NA deputies Hrant Bagratyan, Tigran Urikhanyan, Naira Zohrabyan, Mikayel Melkumyan, Aram Manukyan, Mher Shahgeldyan, Vahe Enfiajyan, Heghine Bisharyan, Ishkhan Khachatryan and Khosrov Harutyunyan delivered speeches on the recommendation of the package under debate.

The NA Deputy Speakers Eduard Sharmazanov and Hermine Naghdalyan delivered extraordinary speeches proposing to continue working together, and holding democratic elections, as everybody aims at having a strong and democratic country.

The NA Rule of Law Faction (Heghine Bisharyan) and the NA ANC Faction (Levon Zurabyan) presented their views on the package.

In their final speeches the key speaker, the Minister-Chief of Staff of the RA Government Davit Harutyunyan and the co-speaker, the Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan touched upon the deputies’ presented interpellations, recommendations, gave clarifications and thanked the attendees for constructive work.

The RA Deputy Minister of Justice Suren Krmoyan in the third reading submitted the draft law on Probation and the package of the enclosed draft laws.

The parliament will continue the work of the four-day sittings on May 17.
