Second Regional Meeting of the Members of the Finance and Budgetary Affairs Committee of the Parliaments of Armenia and Georgia

On May 5, the Second Regional Meeting of the RA NA Committees on Financial-Credit and Budgetary Affairs and the Committee on Budget and Finance of the Georgian Parliament was held. Let us note that the Deutsche Gesellschaft für Internationale Zusammenarbeit/German Federal Enterprise for International Cooperation (GIZ) organized the meeting.

The Chairman of the Committee on Budget and Finance of the Georgian Parliament Tamaz Mechiauri, the Deputy Chairman of the Committee Nodar Ebanoidze, the member of the Committee Paata Baratashvili and the Chairman of the RA NA Committees on Financial-Credit and Budgetary Affairs Gagik Minasyan, the members of the Committee Khosrov Harutyunyan, Lernik Aleksanyan, Samvel Nikoyan, Sukias Avetisyan took part in the Meeting. The Coordinating Expert of the RA NA Budgetary Office Gagik Barseghyan, the Representatives of the Armenian and Georgian Teams of the Public Financial Management in the South Caucasus of the German Federal Enterprise for International Cooperation Hovhannes Margaryants and Inga Sinjikashvili also attended the event.

The Chairman of the RA NA Committees on Financial-Credit and Budgetary Affairs Gagik Minasyan, effectively assessing the joint work of the two Committees, noted the three directions, around which the Committee members discussed the issues. They were: the work of the Budget Offices, which according to Gagik Minasyan, today in Georgia functions with great success, the process directed to the rise of the professional capabilities in the Parliament of Armenia and the third – the issue on the improvement of the external audit.

Talking about the adoption of the new law on Audit Chamber, Gagik Minasyan noted that the best international experience was studied, especially the German and the Estonian ones. The Committee Chairman expressed conviction that by the end of this year the parliament will pass a new law. Gagik Minasyan also talked about the coming programmes, noting that the continuous development of the RA NA professional capabilities in the Programme Budgeting sphere, the improvement of the Main Index Execution of the Budgetary Programmes, as well the study of the best international experience of the parliament functions in the Public Financial Management and its use in our country will carry on.

The Armenian MPs have noted that the inter-parliamentary ties between Armenia and Georgia continuously develop. The Armenian side considered useful the activation of the contacts in terms of developing the political and professional capabilities on both sides.

The Georgian MPs also highlighted the bilateral cooperation: talking about the process of the programme budgeting, it was noted that Georgia began that process in 2012 and imporves it until now. They highlighted the reforms which will promote the strengthening of the budgetary oversight function

The Armenian and Georgian MPs exchanged thoughts over the debated issues, presented their approaches and recommendation. The Committee members considered necessary the meetings of the Budgetary Offices of the two parliaments and the exchange of experience. In this context an agreement was reached that the representatives of the Budgetary Offices will also take part in the next meeting.

The parliamentarians emphasized the implementation of the programme in the South Caucasus Public Financial Management of the German Federal Enterprise for International Cooperation and considered it useful.

The GIZ Representative Hovhannes Margaryants informed that it was envisaged to expand the cooperation in future. He noted that in the frames of the cooperation of the relevant Committees of the two Parliaments the visit of the Delegation of the German Parliament to Georgia and Armenia will take place in future.
