Parliament in the First Reading Passes the Draft Law RA Electoral Code and the Enclosed Legislative Package

On April 28, the RA National Assembly continued the work of the four-day sittings. The deputies resumed to deliver speeches and express their views on the RA Electoral Code (EC) and the enclosed legislative package.

Before passing to the speeches the deputies welcomed the pupils and teachers of the Secondary School of Ghukasavan community who visited the National Assembly within the framework of the NA Open Doors programme and were observing the NA sitting.

The MPs Levon Dokholyan, Karine Atshemyan, Aghvan Vardanyan, Elinar Vardanyan, Levon Martirosyan, Margarit Yesayan, Koryun nahapetyan, Mher Shahgeldyan, Hovhannes Margaryan presented their views and recommendations.

The RA NA Deputy Speaker Hermine Naghdalyan delivered an extraordinary speech and noted that the availability of the Draft EC is conditioned by the constitutional last amendments and the necessity of the elimination of the accumulated drawbacks in the RA electoral system. According to her, the rise of the public trust towards the elections is the main problem. The NA Deputy Speaker expressed readiness by the authors of the Draft to continue the debate of the constructive recommendations for having more reformed Draft. She informed the MPs that she will vote for this Draft that adopted new approaches and ideas.

The deputies Nikol Pashinyan, Gagik Minasyan, Rubik Hakobyan, Zaruhi Postanjyan, Khosrov Harutyunyan, Alexander Arzumanyan, Gagik Melikyan, Heghine Bisharyan (Rule of Law Faction), Armen Rustamyan (ARF Faction), Naira Zohrabyan (PAP Faction), and Vahram Baghdasaryan (RPA Faction) expressed their positive and negative opinions on the RA Draft EC.

In their final speeches the Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan and the Minister-Chief of RA Government Staff Davit Harutyunyan thanked the parliament for concerned debates and touched upon the deputies’ recommendations. They expressed readiness to cooperate during the period from the first to the second reading.

The deputies in the first reading passed the RA Electoral Code and the enclosed legislative package with 98 for, 9 against and 5 abstained votes.

Afterwards in the first reading the bill on Amending the RA Law Rules of Procedure authored by the NA deputies Hovhannes Margaryan and Mher Shahgeldyan was debated.

Let us note that the NA Standing Committee on State and Legal Affairs and the RA Government endorsed the draft law.

The National Assembly ended the work of the four-day sittings.
