Speech by the Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan in the Second Global Forum Against Crime of Genocide

“Distinguished participants of the Global Forum, one of the wide spread terms after the World War II in the political literature of the world is “Genocide.” Two World Wars became reason for the international community to pay more serious attention to the mechanisms of anticipating that phenomenon and fighting against it.

The Genocide is considered one of the international most villainous crimes, the so called “crime of the crime” which left a deep influence on the human conscience. It includes almost the whole list of the grave crimes: murder, rape, children’s murder, slave trade, forcible deportation, illegal owning or annihilation of another’s property, destruction of cultural values, etc. – in one word it contains almost the whole criminal legislation.

The genocide, and in some countries also the denial of the genocide, is included in the criminal legislations. Hence, first of all, the genocide is not a historical phenomenon, but also a legal problem. Therefore, being accountable for the crime shall be one of the prior problems of mankind, the aim of which is the restoration of social justice and the prevention of similar crimes.

As certain persons’ murder, so the genocide cannot be justified in any way by some motivations. A whole people’s murder, and perhaps, the deprivation of the most sacred right, right of life, is directed not only to the people, who have fallen victim, but also against the whole mankind, endangering the right of any people or the existence of one part, life and dignity.

Unfortunately, the fight against genocides in the modern world is very much politicized, and that gives opportunity to carry out fight against denialism, restoration of social justice and distorted rights, as well as effective defense and security of the national and religious minorities appeared under danger of genocide. The people who survived genocide, I believe, should feel the unequivocal support of the world community in this issue, though it is not only their problem. We hear very often at parliamentary platforms that we should fight for the prevention of genocides and we should unite our efforts. The modern world focuses on the united security and the fight against day by day escalating threats, the anti-terrorist efforts of the states and the necessity of their unification. And it is logical that in this case all kinds of genocidal crimes should be recognized and condemned. In the process of the international recognition of the Armenian Genocide we often hear the following: “Yes, the Armenian Genocide has occurred, we don’t deny that, but we have good relationship with Turkey.” And don’t those several dozens of states, which have recognized and condemned the Armenian Genocide, have good relations with Turkey? Or at present what takes place around Nagorno Karabakh? Isn’t it a threat of genocide by Azerbaijan towards the people of Karabakh? Or what happened and goes on in the Near East by ISIS aren’t genocidal acts towards the religious minorities residing there?

Dear colleagues, in the fight for the prevention of genocides if we make the condemnation and denialism an issue of political expediency and with that create a futile soil, thus we should also be ready for new possible genocidal acts. And nobody can say to what nation or ethnic group it will get the share.

Today, to live secure and peaceful has become the priority of all peoples and states. The history of mankind has overcome numerous pages at a high price in blood, as the Ottoman Empire, which became an evil for the Greeks, Assyrians, Armenians, other peoples of Asia Minor and Eastern Europe, fascism, which became an evil for Jews and many peoples of Europe, the regimes of different types and terrorist groups, the targets of actions appeared the peoples of Darfur, Cambodia, Rwanda and today different national and religious minorities in the Near East continue to be.

These are missed or in some cases, unfortunately, ignored pages by the history of mankind, and referring to them considers being a great necessity.

Dear friends, this platform of Yerevan Global Forum in the course of time can become one of the international important platforms, and has a distinct and necessary mission for peaceful and secure coexistence.

Today, there is no nation guaranteed from threats and encroachments, therefore, all of them have necessity of jointly acting, understanding each other and fighting together.”
