On April 7, the RA National Assembly began the work by voting passing the bills debated on the previous day. The Loan Agreement on State Sector Modernization Project 3 signed between the Republic of Armenia and the International Bank for Reconstruction and Development signed on 18 November 2015 was ratified.

The NA Deputy Speakers Eduard Sharmazanov and Hermine Naghdalyan congratulated the women and the girls on the occasion of Maternity and Beauty Day. Congratulating especially Armenian mothers on St Mary Ascension Day Eduard Sharmazanov has expressed words of gratitude and noted that as the recent development of Line of Contact have shown we should recognize mothers by their sons: mothers who are lion-born and Motherland-worshipper, who could bring up hero sons. The NA Deputy Speaker has particularly noted: “I would like on behalf of everybody to bow and thank the Armenian mothers, who have given us hero sons.”

Congratulating on the occasion of Maternity and Beauty Day the NA Deputy Speaker Hermine Naghdalyan has noted: “Today our first wish is peace which we don’t only look for, but we force, and our army has given us that right. And, naturally, all the words of devotion and love have the same addressees: I would like on behalf of women, as well as men MPs say a word of tribute and love directed to our hero soldiers’ mothers, sisters, soldiers’ wives and beloved girls. My dear women, we bow before everybody, we pay tribute to you and pray for all our soldiers, I pray for peace in our country and in our world, and that peace will be final. Maternity will be happy maternity, and the sons will come back.”

Afterwards the parliament debated the protocol on Establishment of the Statute of Cooperation Organization of Bordering and Other Departments of the CIS Participant States Showing Aid in Emerging Crisis Situations and Regulation/Elimination/ in External Borders signed in Dushanbe on October 5, 2007, which submitted the Deputy Director of the National Security Service adjunct to RA Government Arzuman Harutyunyan. 

The parliament also considered the Agreement on Establishing, of the Representation of the Republic of Armenia in the Republic of Belarus and Its Privileges and Immunities in the Statutory and Other bodies of the Commonwealth Independent States signed between the Republic of Armenia and the Republic of Belarus on November 20, 2014 in Ashgabat, which submitted the RA Deputy Minister of Foreign Affairs Shavarsh Kocharyan.
 
The Deputy Director of the National Security Service adjunct to RA Government Arzuman Harutyunyan submitted the Agreement on Mutual Defense of the Secret Information between the Republic of Armenia and the Federal Republic of Germany signed on July 30, 2013 in Yerevan for the deputies’ debate.
 
The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee on the abovementioned agreements.
 
The Chairman of the State Committee of Water Management of the Ministry of Agriculture Aram Harutyunyan presented for the deputies’ consideration the Agreement on Provision of an Investment Loan from the Resources of the Anti-Crisis Fund of the Eurasian Economic Community for Financing the Irrigation System Modernization Project signed between the Republic of Armenia and the Eurasian Development Bank in Yerevan on 16 October 2015.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee. The member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Lernik Aleksanyan presented the endorsement of the Committee.
 
The NA deputies Levon Dokholyan, Mikayel Melkumyan, Ishkhan Khachatryan, Heghine Bisharyan, Vahe Enfiajyan and Aram Manukyan introduced theor viewpoints on the Agreement.

In his final speech Aram Harutyunyan touched upon the deputies’ recommendations and submitted his observations.

The Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to RA Government Felix Bashoyan presented the Protocol on Amendments to the Agreement of October 9, 1992 on Cooperation of the CIS Member States in the Field of Geodesy, Cartography, Cadastre and Land Remote Sensing of the Country signed on May 30, 2012 in Ashgabat.

Artak Zakaryan presented the endorsement of the Committee on the Protocol.

The draft law on Amendment to the RA Law on Cash Machine Operations submitted by the Deputy Chairman of the State Revenue Committee adjunct to the RA Government Vakhtang Mirumyan was debated in the second reading and for completely passing it.
 
The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan conveyed to the parliament the endorsement of the Committee.
 
Afterwards Vakhtang Mirumyan submitted for debate in the first reading the package of bills on Amendments to the RA Law on Nature Protection and Nature Utilization Payments and on Amendment to the RA Law on Nature Protection Payment Tariffs.
 
In his co-report Mikayel Melkumyan proposed his colleagues to vote for the package of bills.

Vakhtang Mirumyan also in the first reading procedure submitted for consideration the draft law on Amendments to the RA Law on Nature Protection and Nature Utilization Payments.

The debate of the issue will continue at the NA next four-day sittings.

The parliament ended the work of the four-day sittings.
