On February 3, the RA National Assembly continued the work of the four-day sittings, passing by voting the draft law “On Amending the RA Law on Turnover Tax” and the package of the draft laws “On Amending the RA Law on Higher and Post-graduate Professional Education” and “On Amending the RA Law on Education.”
Afterwards the deputies continued debating the Loan Agreement (ordinary operations) Sustainable Urban Development Investment Program-Program 2 signed between the Republic of Armenia and Asian Development Bank on October 13, 2015.
The deputies Heghine Bisharyan, Hrant Bagratyan, Edmon Marukyan, Hovhannes Margaryan, Levon Dokholyan, Mikayel Melkumyan continued to present their viewpoints, talking about the effective use and control of the loan means.
The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech, highlighting the loan Agreement and touching upon the problem of the adequate development of Yerevan and the marzes. The NA Deputy Speaker noted about the control of the means envisaged by the Loan Agreement.
The NA Factions also presented their viewpoints on the Loan Agreement.
The Head of the NA Rule of Law Faction Heghine Bisharyan positively assessed the Agreement, and stated that the Faction will abstain from voting on the Loan Agreement.
The Secretary of the NA RPA Faction Gagik Melikyan referred to the efficiency of the programme being implemented by the Loan Agreement and noted that the Faction will vote for the Loan Agreement.
The draft law “On Amending the RA Law on Turnover Tax” was debated in the second reading. The RA Deputy Minister of Transport and Communication Artur Arakelyan presented the Loan Agreement Life Road Network Improvement Project Additional Financing signed between the Republic of Armenia and International Bank for Reconstruction and Development on August 26, 2015.
The debate of the Agreement will resume at February 4 NA sitting.
According to the established order of the NA Rules of Procedure, at the last sitting the members of the government answered the deputies’ questions.
