On February 2, the RA National Assembly continued the work of the four-day sittings, passing by voting the draft decision “On the Order of Proposing Candidate to the National Assembly for Electing in the Post of the Human Rights Defender (HRD).”

Afterwards the deputies in the first reading debated the draft law “On Amending the RA Law on Turnover Tax” in the first reading.

The key speaker, the Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan presented the draft law.

The member of the Committee Hakob Hakobyan submitted the endorsement of the Committee.

The member of the NA PAP Faction Mikayel Melkumyan presented the viewpoint of the Faction. He positively assessed the legislative initiative, considering it one step forward in the sphere of the tax policy.

In his final speech Vardan Ayvazyan touched upon the deputies' voiced questions, noting that the mentioned threshold was sufficient to record progress.

The RA Minister of Education and Science Armen Ashotyan submitted for debate in the second reading the package of the draft laws “On Amending the RA Law on Higher and Post-graduate Professional Education” and “On Amending the RA Law on Education.”

The Head of the NA Rule of Law Faction Heghine Bisharyan presented the viewpoint of the Faction on the package, expressing her positive assessment.

The Head of the PAP Faction Naira Zohrabyan presented the viewpoint of the Faction, informing that they will vote for it.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech, highlighting the legislative initiative.

In his final speech the key speaker Armen Ashotyan touched upon the voiced opinions and concerns and gave clarifications.

The First Deputy Mayor of Yerevan Kamo Areyan presented the Loan Agreement (ordinary operations) Sustainable Urban Development Investment Program-Program 2 signed between the Republic of Armenia and Asian Development Bank on October 13, 2015.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan and the member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Sukias Avetisyan presented the endorsements of their Committees.

The NA deputies Shirak Torosyan, Tevan Poghosyan and Aram Manukyan delivered speeches on the Agreement.

The speeches on the Agreement will continue at February 3 NA sitting.

The last hour of the sittings, according to the Rules of Procedure, was allotted to the deputies’ announcements.
