Parliament Continues the Work of the Extraordinary Sitting

On November 11 the National Assembly continued the work of the extraordinary sitting, passing by voting the draft laws debated at the previous sitting.

The amendments proposed in the RA Judicial Code were debated.

The deputies continued debating in the first reading the bill “On Amending the RA Judicial Code.”

The member of the NA Standing Committee on State and Legal Affairs Levon Martirosyan submitted the endorsement of the Committee.

The NA deputy Gagik Jhangiryan presented the viewpoint of the ANC Faction. In the deputy’s word the faction is for making amendments and creating proportionality for the community overload in the courts.

In his final speech Levon Martirosyan noted that they would more thoroughly debate from the first to the second reading the problems relating to the statistical growth of the judicial cases in the two communities.

The RA First Deputy Minister of Justice Arsen Mkrtchyan in his final speech touched upon the deputies’ raised issues.

The government proposes amendments to the tax legislation.

The RA Deputy Minister of Finance Vakhtang Mirumyan presented the draft law “On Amending the RA Law on Taxes.”

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan presented the endorsement of the Committee.

Vakhtang Mirumyan in the first reading presented the package of the bill “On Amending the RA Law on Taxes” envisaging amendments to a number of laws conditioned by it.

The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan submitted the endorsement of the Committee.

The deputies Gurgen Arsenyan, Mikayel Melkumyan, Heghine Bisharyan, Khosrov Harutyunyan expressed their viewpoints on the draft law.

In the final speech Vakhtang Mirumyan touched upon the deputies’ speeches, gave some clarifications, particularly noting that the package of the draft laws were widely debated with the concerned organizations before submitting it to the NA.

The parliament debated in the first reading “On Amending the RA Law on Tax Exemption of Economic Activities in the Frontier Rural Communities,” which submitted the RA Deputy Minister of Economy Emil Tarasyan.

Afterwards the parliamentarians debated in the first reading the draft law “On Amending the RA Law on Cash Operations,” submitted by Emil Tarasyan.

The next legislative package “On Amending the RA Law on the Notification on the Implementation of Activities” and adjacent to a number of laws was submitted for debate in the first reading by Armen Yeghiazaryan, Director of the State Institution National Centre for Legislative Regulation of the RA Government Staff.

The legislative package envisaging the draft law “On Amending the RA Law on the RA Central Bank” and amending a number of laws conditioned by it was submitted for debate in the second reading and completely passing it by the Chairman of the RA CB Artur Javadyan

Armen Yeghiazaryan presented for debate in the first reading the legislative package “On Amending the RA Law on Trade and Services” and “On Amending the RA Code on Administrative Infringements.”

Mikayel Melkumyan presented the endorsement of the Committee on the legislative package, the draft laws.

The executive body proposes to separate the communities.

The RA First Deputy Minister of territorial Administration and Emergency Situations Vache Terteryan submitted for debate in the first reading the package of bills “On Amending the RA Law on the RA Administrative-Territorial Division,” “On Amending the RA Law on Local Self-Government” and the bills enclosed to it.

The parliament will continue the debate of the issue at November 12 sitting.
