NA Extraordinary Sitting is Convened

By the decision of the RA NA Speaker Galust Sahakyan, in accordance with the Article 70 of the RA Constitution, at the initiative of the RA Government on November 10 at 11:00 an extraordinary sitting of the RA National Assembly was convened by the initiator’s established agenda.

The deputies by voting approved the NA draft decision on the special procedure of holding the extraordinary sitting, by which it is proposed to convene four sittings with one and a half duration every day at 11 a.m., defining half an hour the duration of the break.

By the proposal of the Speaker of the National Assembly Galust Sahakyan the deputies observed one-minute silence honouring the memory of our compatriots, who died because of the accidents of Moscow-Yerevan passenger bus occurred near the city of Uzlovsk of Tula Region of the Russian Federation and the cargo aircraft crash in the South Sudan. In the name of the National Assembly Galust Sahakyan expressed his condolences to the relatives of the deceased, and wished quick recovery to the wounded.

The NA Speaker Galust Sahakyan congratulated the representatives of the Local Self-Government on Local Self-Government Day, wishing them health, welfare and success for the benefit of every community and for the benefit of our united country.

The deputies also welcomed the young people on the occasion of World Youth Day.

Afterwards the deputies continued debating the draft law “On Amending the RA Law on State Allowances” interrupted at the previous four-day sittings.

The Head of the NA Prosperous Armenia Faction Naira Zohrabyan presented the view of the Faction, noting that they will vote for the draft law as it contains positive moves.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan in his final speech has once again stressed that the goal of the amendments is the creation of more convenient conditions for the citizens making use of the social services.

The RA Minister of Labor and Social Affairs Artem Asatryan in his final speech touched upon the system of the allowances invested since 2016.

Afterwards the parliament in the second reading debated the package of the draft laws “On Amending the RA Electoral Code” and “On Amending the RA Law on Identity Card” authored by Hovhannes Sahakyan, Artak Davtyan, Gagik Minasyan and Gagik Melikyan.

The key speaker, the Chairman of the NA Standing Committee on State and Legal Affairs noted that the NA RPA, PAP, ARF and ANC Factions presented recommendations, the recommendations of RPA, PAP, ARF Factions were accepted, and only the recommendation of the ANC Faction, referring to inking the voter’s finger, was not accepted.

The member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan submitted the endorsement of the Committee.

The NA deputies Mher Shahgeldyan, Aram Manukyan, Naira Zohrabyan, Heghine Bisharyan, Aghvan Vardanyan, Artashes Geghamyan, Hovhannes Margaryan, Zaruhi Postanjyan, Ishkhan Khachatryan and Gagik Melikyan presented their viewpoints on the draft law.

In her extraordinary speech the NA Deputy Speaker Hermine Naghdalyan has highlighted the conduct of the constitutional reforms, noting that the goal of the authorities is to hold a legal referendum in accordance with the standards of democracy, which will be admissible by the people.

The Head of the NA Rule of Law Faction Heghine Bisharyan presented the view of the Faction and informed that the Faction will vote against the draft law.

The Head of the RPA Faction Vahram Baghdasaryan has assured that the authorities will do their best in order the provocations will not have an influence on the procedure of the elections on holding the elections fair and transparent.

Hovhannes Sahakyan called on his colleagues for providing the natural procedure of the referendum.

The Chairman of the RA CB Artur Javadyan submitted for debate in the first reading the legislative package envisaging the draft law “On Amending the RA Law on the RA Central Bank” and amending a number of laws conditioned by it.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented the endorsement of the Committee.

The package of the bills “On Amending the RA Civil Code” and On Amending the Judiciary Acts Compulsory Enforcement Service” authored by the government, presented by Nerses Yeritsyan was debated in the second reading.

The deputies also debated in the first reading the bill “On Amending the RA Law on Payment to the Government Officials.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee.

The Chairman of the State Committee of the Real Estate Cadastre adjunct to the RA Government Martin Sargsyan in the first reading submitted the bill “On Amending the RA Law “On State Registration of the Rights Towards the Property.”

The Member of the Committee on the NA Standing Committee on State and Legal Affairs presented the endorsement of the Committee.

The parliament in the first reading also debated the bill “On Amending the RA Judicial Code” submitted by the RA First Justice Minister Arsen Mkrtchyan.

The debate of the issue will continue at November 11 extraordinary sitting of the National Assembly.
