Parliamentary Hearings are Held

On October 30 the RA NA Standing Committee on Financial-Credit and Budgetary Affairs organized parliamentary hearings on the theme “Programme Budgeting Investment Process in the Republic of Armenia.”

Deputies, members of Government, as well as representatives of international organizations and NGOs took part in the hearings.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan, welcoming the guests, has noted that the works of the Programme Budgeting (PB) investments have been done during the last 10 years. It is a new method of budgeting, which allows using the state budgeting sums more purposeful. The programme investment has an aim to raise efficiency of the budgetary process, as well as the transparency and reporting of the budget. “If today’s our budgeting method says “how much,” then in future it should say “for what reason.” In case of continuing this programme three years we could prove that the money collected from the entities is spent effectively,” noted Gagik Minasyan.

The NA Speaker Galust Sahakyan addressed the participants of the hearings on the Programme Budgeting investment process, where it reads particularly that the PB investment in Armenia will be a serious step for the efficiency of the public financing administration, the improvement of the reporting and transparency. The implementation of the control towards the state budget will become more effective for the parliament and society. The NA Speaker has underlined that during the previous 10 years of the PB investment due to large-scale, consistent, organizational-methodic activities carried out by the RA Government and especially by the Ministry of Finance, today Armenia is considered the forerunner of the PB investment in the post-Soviet territory. According to the report, in supporting the PB investment the practical steps undertaken by the parliament are under the NA Speaker's consistent attention. It is implemented by the coordination of the NA Standing Committee on Financial-Credit and Budgetary Affairs, and the international partners – the German Agency for International Cooperation (GIZ) and the USAID agency show their assistance in the works underway.

In his speech the RA First Deputy Ministry of Finance Pavel Safaryan presented the works done in the sphere of the PB investment, the parliamentary discussions on the budgetary information in the PB format, the strategy on the complete investment of the programme, the works stemming from them, the advantages and restrictions of the programme. In Mr Safaryan's word, preconditions are necessary for fully passing to the PB in 2018. In that context, the budgetary information being presented in the PB format has been continuously improved, where the NA Standing Committees and the branch bodies also took part. Speaking about the works to be done in the sphere of the PB investment, the key speaker has noted the complete investment provision of the legal bases, the approval of the programme of the detailed actions, the methodological bases, the improvement of the PB information quality in the budgetary documents, etc. “The PB investment will give an opportunity to increase the efficiency of the budget, will improve the process of the expenditure planning and the definition of the priorities, will increase the transparency and will improve the administration,” noted Mr Safaryan in his speech. The RA First Deputy Ministry of Finance also touched upon the PB restrictions. He has noted that the programme investment is a very hard work, and the use is more complicated in all phases of the budgetary process, especially not in terms of the use of the financial executive indices. “The programme investment requires considerable increase of the capabilities of the state bodies and more valuable information system. It also weakens the economic classification,” said Pavel Safaryan.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan delivered a speech. In the last phase of the PB investment he highlighted the participation of the parliament and the civil society. “We have put a task before us to create a group, which will be aware of the PB peculiarities, the strategy of the sphere and the goals, which are laid in the bases of the PB. We also needed to have a dispute with the representatives of the executive power like equals through that group. The second most important problem was the rise of the knowledge on the executive main indices,” noted Mr Minasyan. In his speech, the next problem for the PB investment was the creation of the Continuing Professional Development (CPD) programme in the NA, its preparation phase, the implementation and the involvement of the Budgetary Office to the CPD process. Presenting the results of 2015, Gagik Minasyan noted that 10 Standing Committees, about 30 NA deputies and employees took part in the works done, and 23 executive main indices of the PBs were elaborated and improved, and the total of their expenditures was about 25 per cent in the state budget expenditures for 2016.

The NA deputies Koryun Nahapetyan, Tevan Poghosyan, Khosrov Harutyunyan, Lernik Aleksanyan, as well as the representatives of the NGOs addressed questions to the key speakers on the PB investment. The questions related to the efficiency of the programme, the problems caused during the elaboration, the expenditures underway and the involvement of the civil society representatives.

The NA deputies Koryun Nahapetyan, Hakob Hakobyan, Khosrov Harutyunyan and the member of the RA Control Chamber Council Seyran Avagyan gave speeches on the importance and priority of the PB investment.

In their final speeches the RA First Deputy Ministry of Finance Pavel Safaryan and the Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan once again highlighted the investment of the programme and proposed to implement the acceptable proposals.
