On September 11 the NA Standing Committees convened sittings.

At the sitting of the NA Standing Committee on State and Legal Affairs moderated by Hovhannes Sahakyan the draft of the RA Constitutional Amendments was debated, which submitted the Official Representative of the RA President Vardan Poghosyan.

In his speech the Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan noted that the draft law were widely debated and a number of recommendations were submitted.

The NA deputies Gagik Jhangiryan, Artsvik Minasyan, Tigran Urikhanyan, Edmon Marukyan and Zaruhi Postanjyan expressed their views on the draft law.

In their final speeches Hovhannes Sahakyan and Vardan Poghosyan answered the deputies’ questions and touched upon the recommendations, noting that the Specialized Commission was ready to continue the concerned debates and improve the quality of the draft law.

The draft law of the RA Constitutional Amendments with the endorsement of the Committee will be included in the draft laws of the agendas of the NA autumn session and September 15-17 sittings. A draft decision of the RA National Assembly “On Special Procedure of the Debate of the Draft of the RA Constitutional Amendments” was presented.

The debate of the other issues included in the agenda was postponed up to one year.

At the sitting of the NA Standing Committee on Foreign Relations moderated by Artak Zakaryan one treaty and three agreements, presented by the RA Deputy Minister of Justice Vigen Kocharyan, the Chairman of the State Committee of the RA Ministry of Education and Science, the RA Deputy Head of Police and the First Deputy of Yerevan Mayor Kamo Areyan were debated.

The debated international agreements with the endorsement of the Committee will be submitted for the ratification of the parliament.

The NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan convened the next sitting. The Committee in the first reading debated the draft law “On Amending the RA Law on Approving the Annual Report for 2014 of the Fulfillment of the State Property Privatization for the 2006-2007 Programme” submitted by the key speaker, Deputy Head of the State Property Management Department Ashot Markossyan.

The draft law “On Amending the RA Law on Fixed Payments submitted by Armen Yeghiazaryan, Director of the State Institution National Centre for Legislative Regulation (Project Implementation Unit) of the RA Government Staff was also debated in the first reading.

The package of the draft laws “On Amending the RA Law on Patent Payments” submitted by the Government was also debated in the first reading.

The next bill submitted by the Government was the package of the draft law “On Amending the RA Law on Goods' Signs.” Armen Yeghiazaryan presented two more draft laws.

The submitted all draft laws with the endorsement will be included in the draft laws of the agendas of the eighth session of the NA fifth convocation and the upcoming four-day sittings.

At the sitting of the Committee the package of the draft law “On Amending the RA Law on Gambling and Casinos” submitted by the RA Deputy Minister of Finance Vakhtang Mirumyan, was debated in the first reading.

The draft law “On Amending the RA Law on Railway Transport” submitted by the RA First Minister of Transport and Communication Artur Arakelyan was also debated in the first reading.

The presented two draft laws with the endorsement of the Committee will be included in the draft law of the agenda of the eighth session of the NA fifth convocation.

The debate of the draft laws “On Exempting from the Taxes the Activities in the Communities of Shirak Marz and the City of Gyumri” and “On Amending the RA Law on the Public Services Regulatory Body” was postponed up to one year by the authors’ proposal.

The draft law “On Amending the RA Law on Profit Tax” was removed from the circulation by the authors’ proposal.
