Dear compatriots,

I congratulate you on Constitution Day,

The Constitution has laid on the legal basis our feelings and the system of values which has been by birth inside us even in the conditions of absence of statehood. It is the most important main legal certificate of our statehood. And it is everybody’s duty to refer to the values declared by Constitution and laid in its basis, as to our history and country.

20 years ago by the adoption of the Constitution of Armenia we voted for the benefit of legal state, democracy and freedom, in fact, reaffirming it, what we had announced by the referendum of independence held several years ago. And a decade after the adoption of the Constitution, making amendments in the basic law of the country by more matured civil and political consciousness we once again assured the adherence to democratic development and progress.

The Constitution has given us the main thing - right of election: road, freedom, way of thinking and way of life. Celebrating already for several decades the Constitution Day, we express our respect not only towards the main legal document of the country and statehood, but also to our very election.

Dear compatriots,

Any amendment being made or envisaged in the Constitution has the goal to make more democratic the system of administration, enlarge the participation of the civil society in the life of the country, affirming that the strong state also means not only economically big opportunities, but also a strong civil society, being led by national and all-human values and serving them for the interest of its own country. The constitutional amendments designed in future and aimed at enriching the content of the basic law of the country have such direction, which naturally, will be called into life, after enjoying the people’s approval.

The Constitution is not only a programme of actions, but first of all, an opportunity for those actions. It is not only the summing up of our dreams, but the fixing of our goals. It is a respect towards those who fought for our statehood and those who built that statehood, at the same time it is a confidence towards those who keep the statehood in reliable hands and those who think about the future of statehood. It is a guarantee of new victories and advances to new achievements.
