Parliament Continues the Work of the Extraordinary Session

On June 22 the parliament continued the work of the extraordinary session, by voting passing a number of draft laws debated in the extraordinary session.

The deputies continued debating the Loan Agreement on Social Investment and Local Development Project signed between the Republic of Armenia and the International Bank for Reconstruction and Development on April 8, 2015.

The members of the NA Standing Committee on Foreign Relations and on Financial-Credit and Budgetary Affairs Shirak Torosyan and Lernik Alexanyan presented the endorsement of the Committees.

Though the deputies Mikayel Melkumyan, Artak Zakaryan, Heghine Bisharyan, Hovhannes Margaryan, Margarit Yesayan assessed positive the loan programme, nevertheless the deputies were concerned about the effective evaluation and the use of the loan funds.

The draft law “On Amending the RA Law on Television and Radio” was considered in the second reading.

The RA Deputy Minister of Transport and Communication Artur Arakelyan introduced the Agreement on Provision of the Investment Loan from the EurAsEC Anti-Crisis Fund (ACF) for the Project on the Construction of the North-South Road Corridor (phase 4)signed on April 14, 2015 between the RA and the Eurasian Development Bank.

Khosrov Harutyunyan presented the endorsement of the NA Standing Committee on Financial-Credit and Budgetary Affairs.

The NA deputies Mikayel Melkumyan, Hovhannes Margaryan, Heghine Bisharyan, Aram Manukyan and Shirak Torosyan expressed their views on the issue.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech. Agreeing with his colleagues’ view that the North-South road is of strategic importance for our country, and underlined that Iran-Armenia railway also is of strategic importance.

In the NA Deputy Speaker’s word, Turkey keeps in blockade Armenia, does its utmost with Azerbaijan to leave Armenia out of the regional programmes.

The Secretary of the ANC Faction Aram Manukyan, the member of the PAP Faction Mikayel Melkumyan and the Secretary of the Faction Gagik Melikyan presented their views.

The RA Deputy Minister of Transport and Communication Artur Arakelyan touched upon the deputies’ voiced concerns and answered the questions.

The legislative package “ On the Development of Dilijan City Community and Enclosed Areas of the RA Tavush Marz and the Encouragement of the Investments ,” “On Amending the RA Law on Urban Development” and “On Amending the RA Law on Local Self-Government,” which presented the RA First Deputy Minister of Territorial Administration and Emergency Situations Vache Terteryan.

The RA Deputy Minister of Energy and Natural Resources Areg Galstyan submitted for consideration the Loan Agreement on Electricity Transmission Network Improvement Project signed between the Republic of Armenia and the International Bank for Reconstruction and Development on April 8, 2015.

Shirak Torosyan presented the endorsement of the NA Standing Committee on Foreign Relations.

Sukias Avetisyan presented the endorsement of the NA Standing Committee on Financial-Credit and Budgetary Affairs.

The deputies Tevan Poghosyan, Hovhannes Margaryan, Aram Manukyan, Mikayel Melkumyan and Heghine Bisharyan presented their views on the agreement.

Areg Galstyan in his final speech touched upon the voiced question in the deputies’ speeches and gave clarifications.

By Areg Galstyan’s presentation the deputie s in the third reading debated the draft law “On the Investment Program for Processing Industrial Dumps Accumulated and Accumulating in Voghji, Pkhrut, Artsvanik Tailing Dumps, as well as Generated and Generating as a Result of the Activity of Zangezur Copper Molybdenum Combine CJSC.” Afterwards the parliament considered the NA draft decision “On Giving Opportunity to Implement Monitoring to the RA NA Standing Committee on Economic Affairs.”

The debate of the draft law will continue on June 23.

At the sitting the NA Deputy Speaker Eduard Sharmazanov informed that a document was received from the Prime Minister Hovik Abrahamyan, by which the debate in the second reading of the draft law “On Amending the RA Law on Excise Tax” was removed from the agenda of the NA Extraordinary Session.

Eduard Sharmazanov also informed that according to the RA NA President Galust Sahakyan’s decision under Article 70 of the RA Constitution at the initiative of the RA Government immediately after the end of the RA NA Extraordinary Session convened on June 15 the RA NA Extraordinary Session will be convened having on the agenda the agreement on Financial Cooperation between the Government of the Republic of Armenia and the Government of the Federal Republic of Germany for 2014 signed in Yerevan on June 16, 2015.

The work of the extraordinary session will resume on June 23.
