On June 18 the RA National Assembly continued the work of the extraordinary session, passing by voting the draft law “On Amending the RA Law on the Social Security of the Servicemen and Their Family Members,” the packages of the draft laws “On Amending the RA Law on Wastes” and “On the Development of Dilijan City Community and Enclosed Areas of the RA Tavush Marz and the Encouragement of the Investments” and the enclosed draft laws.

The deputies in the second reading debated the draft law “On the Investment Program for Processing Industrial Dumps Accumulated and Accumulating in Voghji, Pkhrut, Artsvanik Tailing Dumps, as well as Generated and Generating as a Result of the Activity of Zangezur Copper Molybdenum Combine CJSC,” which presented the RA First Deputy Minister of Energy and Natural Resources Areg Galstyan.

The deputies Tigran Urikhanyan, Zaruhi Postanjyan, Hovhannes Margaryan, Khosrov Harutyunyan, Mikayel Melkumyan and Vardan Ayvazyan introduced their views on the draft law.

The NA Deputy Speaker Hermine Naghdalyan delivered an extraordinary speech and once again highlighted the necessity of the draft law in terms of invesments.

In his final speech Areg Galstyan positively assessed the deputies’ proposals, expressing readiness to debate together with them.

The draft packages “On Amending the RA Civil Code,” “On Amending the RA Civil Code” and the enclosed draft laws were considered in the second reading.

Afterwards the deputies in the first reading debated the draft law “On Amending the RA Law on Excise Tax,” which presented the RA Deputy Minister of Finance Vakhtang Mirumyan.

The deputies Artsvik Minasyan, Mikayel Melkumyan, Vahan Babayan, Tigran Urikhanyan, Hakob Hakobyan, Vardan Ayvazyan, Edmon Marukyan, Artak Davtyan, Khosrov Harutyunyan, Heghine Bisharyan and Vahram Baghdasaryan presented their views on the draft law.

In this context the NA Speaker Galust Sahakyan informed that the issue had been debated, and an agreement was reached on implementing the debate of the draft law in the second reading in the coming autumn.

In his final speech the key reporter Vakhtang Mirumyan touched upon the deputies’ speeches and gave clarifications.

Afterwards the Head of the State Property Management Department adjunct to the RoA Government Arman Sahakyan presented in the first reading the draft law “On Amending the RA Law on the Program of Privatization of the State Property for 2006-2007.”

According to the RA Minister of Economy Karen Chshmaritian, the bills “On Amending the RA Law on Patent Payments” and “On Amending the RA Law on Aviation” were considered.

The parliament in the first reading debated the draft law “On Amending the RA Water Code” with enclosed package, which introduced the Chairman of the State Committee for Water Management of the RA Ministry of Agriculture Aram Harutyunyan.

Hovhannes Sahakyan submitted the draft law “On Amending the RA Law on Parties.”

The draft law “On Amending the RA Law on Television and Radio” was debated in the first reading, which presented the RA Deputy Minister of Transport and Communication Artur Arakelyan.

The NA Standing Committee on Science, Education, Culture, Youth and Sport endorsed the draft law.

The deputies began debating the draft law “On Amending the RA Law on Precious Metals” in the first reading presented by the RA Deputy Minister of Economy Garegin Melkonyan.

The NA Standing Committee on Economic Affairs endorsed the draft law.

The work of the extraordinary session will resume on June 19.
