At the Sittings of the RA NA Standing Committees

On March 20 the RA NA Standing Committees convened sittings.

The sitting of the NA Standing Committee on State and Political Affairs moderated by Hovhannes Sahakyan was held.

Before beginning the sitting Hovhannes Sahakyan has informed his colleagues that a working group has been set up for submitting recommendations on studying the decisions of the Constitutional Court and amending the corresponding laws if necessary.

Artak Zakaryan has presented in the first reading the draft law “On Amending the RA Law on the RA State Awards and Honourable Titles” authored by the MPs Artak Zakaryan, Zaruhi Postanjyan, Koryun Nahapetyan, Tevan Poghosyan, Shirak Torosyan and Alexander Arzumanyan.

The draft law “On Amending the RA Law on the RA Holidays and Memorial Days” has also been considered. The co-author Artak Zakaryan has noted that the adoption of the draft law is conditioned by the necessity of establishing a day of condemnation and remembrance of genocides in the whole world on December 9. As a basis the authors have adopted the convention “On Prevention and Punishment of the Crime of Genocide” adopted by the UN General Assembly in 1948. The deputy has noted that the name of Armenian Genocide Remembrance Day is specified by the draft law.

The NA deputy Gagik Melikyan submitted the draft law “On Amending the RA Law on Bankruptcy” for debate authored by the RPA Faction deputies.

The draft law “On Amending the RA Law on Prosecutor’s Office” has also been debated.

The next item of the agenda was the draft law “On Amending the RA Civil Procedure Code.”

The debated draft laws with the endorsement will be included in the draft laws of the agendas of the seventh session of the NA fifth convocation and the upcoming four-day sittings.

The deputies of the RPA Faction have also submitted for debate one more draft law. They proposed to consider the draft law “On Amending the RA Code on Administrative Infringements.” The debate was postponed by the authors’ proposal up to one year.

The draft statement “On Severe Murders in Gyumri on 12 January 2015” authored by Zaruhi Postanjyan was also included in the agenda, and it was not endorsed.

The NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan in the first reading has debated the bill of the RA Government “On Amending the RA Law on Energy Efficiency and Renewable Energy,” submitted by the RA Deputy Minister of Energy and Natural resources Areg Galstyan. The bill “On Amending the RA Law on Taxes” in the first reading has also been debated, which has submitted the RA Deputy Minister of Finance Vakhtang Mirumyan.

The Committee endorsed the debated bills to include them in the draft law of the NA session agenda.

Vakhtang Mirumyan also submitted for debate the draft law “On Amending the RA Law “ On Environmental and Natural Resource Payments ” in the first reading procedure.

The Committee endorsed the debated bill to include them in the draft law of agendas of the NA session and upcoming four-day sittings.

The sitting of the NA Standing Committee of Defense, National Security and Internal Affairs moderated by Koryun Nahapetyan was also held.

After approving the agenda the RA Government submitted for debate in the third reading the RA Law on Military-Industrial Complex” presented by the RA Deputy Ministry of Defense Ara Nazaryan.

The draft law with the endorsement will be included in the draft law of the agenda of the upcoming four-day sittings.

The second item of the agenda was the draft law “On Amending the RA Law on Citizens Who Failed to Complete the Compulsory Military Service Through Violation of the Established Procedure” submitted by the RA Deputy Minister of Diaspora Serzhik Srapionyan.

The draft law with the endorsement of the Committee will be included in the draft laws of the agendas of the seventh session of the NA fifth convocation and the upcoming four-day sittings.
