Parliament Continues the Work of the Extraordinary Sitting

On November 18 the RA National Assembly continued the work of the extraordinary sitting, ending the debate of the draft law “On Amending the RA Law on Financial Equalization” being considered in the first reading.

The parliament by voting passed the draft laws debated on the previous day, after which in the first reading considered the draft law “On Amending the RA Law on the Payment of the Persons Occupying State Posts.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee.

Then the deputies in the first reading debated the draft law “On Amending the RA Law on Temporary Invalidity Allowances,” which presented the RA Minister of Labor and Social Affairs.

The key reporter Artem Asatryan answered the deputies’ numerous questions.

In his speech Hakob Hakobyan touched upon the draft law under debate and the deputies’ voiced questions and noted that the draft law had been debated at the Committee sitting and had been endorsed.

The NA deputies Heghine Bisharyan and Tevan Poghosyan, Artsvik Minasyan, Hrant Bagratyan, Hayk Babukhanyan, Levon Martirosyan, Ishkhan Khachatryan and Ruzanna Muradyan presented their viewpoints on the issue.

The RA NA Speaker had an extraordinary speech on the issue. He has noted that the legislative package is under debate for a long time, it has also been debated in the parliamentary factions, and parliamentary hearings have been organized related to the issue. Touching upon the issue in the context of national values, he has underlined that the rise of birth level should not be conditioned by the rise of the allowances given to the mothers. According to Mr Sahakyan, the state is obliged to create favourable conditions for providing healthy childhood for the newly born child. The NA Speaker has noted that everybody wants the unemployed mothers to get more allowance but we should be led by existing possibilities. “The state has elaborated its policy, wants to support, we’ll have bigger budget then that support will increase,” the NA Speaker Galust Sahakyan added.

The Secretary of the ARF Faction Aghvan Vardanyan, the member of the PAP Faction Mikayel Melkumyan and the Head of the RPA Faction Vahram Baghdasaryan presented the viewpoints of their factions on the issue under debate.

In their final speeches the key and co-speakers touched upon the deputies’ interpellations and gave clarifications.

Then the deputies in the first reading debated the bill “On Amending the RA Law on Minimum Monthly Salary” authored by the RA Government, which presented the RA Minister of Labor and Social Affairs Artem Asatryan.

The RA Acting Minister of Territorial Administration Vache Terteryan in the first reading has presented the bill “On Amending the RA Law on Financial Equalisation,” which has related to the donations being given to the communities.

The RA NA Standing Committee on Territorial Management and Local Self-Government endorsed the bill.

Artem Asatryan in the first reading presented the package of bills “On Amending the RA Law on State Pensions,” “On Amending the RA Law on Social Guarantees of the Persons Occupying State Posts” and “On Amending the RA Law on Social Security of the Servicemen and Their Family Members.”

Then the parliament in the third reading debated the bill “On Industrial Policy” authored by the RA NA deputies Mikayel Melkumyan, Hermine Naghdalyan and Naira Zohrabyan.

The deputies in first reading debated the bill “On Amending the RA Law on Joint-Stock Companies,” which presented the RA Deputy Minister of Finance Vakhtang Mirumyan.

The NA deputy Artsvik Minasyan gave a speech on the bill. The parliament in the second reading debated the bill “On Amending the RA Law on Turnover Tax” and “On Amending the RA Law on Taxes” and the relevant submitted package of bills authored by the Government.
