On November 14 the RA NA Standing Committee on Defense, National Security and Internal Affairs moderated by Koryun Nahapetyan organized parliamentary hearings on the theme “The Problems of Cyber Security in the RA: Threats and Challenges, Mechanisms of Response and Counteraction.”

In his opening speech Koryun Nahapetyan has noted that the theme is topical and is of great importance for Armenia, taking into consideration the growing dependence of the sub-structures of our country on the information technologies. He has noted that the sphere is rather wide, and it is difficult during one meeting to touch upon even problems requiring the most urgent solution. According to him, the goal of the hearings is to disclose the cyber threats and challenges existing in the private and state sectors of Armenia, and what mechanisms of quick response function. It is also necessary to evaluate the works in fighting the cybercrimes.

Vahe Saratikyan, the Head of the Information Security Division of the Information Security and Strategic Analyses Department of the Staff of the RA National Security Council, has noted that the problem is very pressing for Armenia, as the stormy development and penetration to almost all spheres of the functioning of the state, has caused risks, threats and challenges.

Arsen Gabrielyan, the Deputy Head of the RA National Security Service Division, has noted that some information systems being used by the state bodies, by which different electronic services, are of bigger importance.

Emil Tarasyan, the RA Deputy Minister of Economy, in his word has noted that there is no sufficient conscience of the danger of cyber threats by the citizens.

Samvel Martirosyan, Expert on Information Security, has noted that there are spheres, where dangers are quickly growing, than those countries are able to perceive the dangers and prevent them. He has noted that Azerbaijan is the country which more commits cybercrimes against Armenia.

Aram Gevorgyan, the Head of the Automated Administration Department, has noted that along with the development of the information technologies the number of cybercrimes increases, too.

Samvel Hovsepyan, the Head of the 1^st Division of the 3^rd Department of the Chief Department of Fighting the Organized Crime of the RA Police, has informed the participants that the international community divides the cybercrimes into two groups.

Gagik Grigoryan, the Chief of Staff of the RA Ministry of Transport and Communication, has noted that the information security is a challenge directed to the whole society.

In his speech the OSCE expert Ben Hiller has noted that the cyber attacks have always been as a prior problem for the private, as well as state structures. According to him, this is a problem which is at the centre of attention of all states, which makes them pursue different internet-policy.

Koryun Nahapetyan summed up the parliamentary hearings, distinguishing a number of problems to be solved urgently. He has noted that all concerned structures should be actively involved in the events of fighting cybercrime, as well as gradually should raise the efficiency of similar events.
