On November 11 the parliament continued the work of the four-day sittings. Before passing to the legislative work the parliamentarians observed a minute of silence in tribute to the memory of the 7 citizens who were killed because of car crash occurred on Yerevan-Gyumri highway yesterday. The NA Speaker Galust Sahakyan expressed his condolences to the families and relatives of the victims who died because of the car crash.

The deputies in the first reading passed the draft law “On Amending the RA Law on Turnover Tax.” The NA Speaker Galust Sahakyan noted that within the framework of the “Open Lesson” programme the teachers and pupils of Gyumri Ghevond Alishan N 8 secondary school had visited the parliament and were following the legislative work. By the NA Speaker’s proposal the deputies welcomed them.

Then the deputies Hovhannes Margaryan, Mikayel Melkumyan, Artsvik Minasyan, Edmon Marukyan and Hrant Bagratyan continued to express their viewpoints on the draft law “ On Amending the RA Law on the Structure of the RA Government.”

Gagik Jhangiryan noted that the ANC Faction would vote abstained for the draft law.

In their final speeches the member of the NA Standing Committee on State and Legal Affairs Arpine Hovhannisyan and the RA Minister of Justice Hovhannes Manukyan touched upon the deputies' speeches and interpellations and the peculiarities of the management of the sphere.

Afterwards the parliament began debating the RA draft law “ On the RA State Budget for 2015.”

The RA Minister of Finance Gagik Khachatryan presented the general description of the state budget for 2015.

At the second sitting the parliament, according to the law “NA Rules of Procedure” has debated the RA NA draft decision “On the Concepts of the Military-Political Provisions of Providing Security of Nagorno Karabakh and the Republic of Armenia” and has considered extraordinary by the NA Heritage Faction, the author of which is the RA NA deputy Zaruhi Postanjyan.

At the RA NA Standing Committee on Foreign Relations did not endorse the draft law.

The NA deputies Levon Zurabyan (the ANC Faction) and Rubik Hakobyan (the Heritage Faction), Armen Rustamyan (the ARF Faction) expressed the positions and viewpoints on the issue under debate.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech. According to him, the fair solution of the NK problem and the Karabakh-Azerbaijani conflict is the NKR international recognition. The Deputy Speaker believes that the NKR one-sided recognition will be an obstacle for the negotiation process. The RA authorities have repeatedly stated that the Republic of Armenia is the guarantor of the Nagorno Karabakh security. According to Mr Sharmazanov, the RA, the NKr and the Diaspora Armenian communities should reach the international recognition of the Artsakh Republic.

In her final speech Zaruhi Postanjyan touched upon the deputies’ interpellations and gave clarifications. The author urged the deputies to vote for the draft law.
