On October 23 the parliament continued the work of the four-day sittings.

At the beginning of the sitting the RA NA Speaker Galust Sahakyan has informed the attendees that by the decree of the RA President Serzh Sargsyan, Alvina Gyulumyan has been appointed a member of the RA Constitutional Court (CC). The NA Speaker has also informed those present that according to Article 4 of the RA Law “On Constitutional Court,” the member of the CC assumes the post by swearing-in at the RA NA sitting.

Alvina Gyulumyan read the text of the swearing-in, and after it the NA Speaker Galust Sahakyan thanked Alvina Gyulumyan and wished her success.

Then the deputies continued debating in the first reading the legislative package “On Tax Exemption on the Activity in the Border Rural Communities” and the relevant laws in it.

The deputies Artsvik Minasyan, Araik Hovhannisyan, Koryun Nahapetyan, Nikol Pashinyan, Hrant Bagratyan, Gurgen Arsenyan went on presenting their viewpoints on the draft law.

In her extraordinary speech the NA Deputy Speaker Hermine Naghdalyan has noticed that active discussions and  debates of concern on the initiative is going on which is natural. According to Hermine Naghdalyan, it is wonderful that the theme of border communities has enjoyed special attitude by all the NA factions, as well as by the representatives of the Government, and she has added that it is necessary to be enterprising and show active attitude in that sphere.

The Secretary of the Heritage Faction Tevan Poghosyan, the Secretary of the Rule of Law Faction Mher Shahgeldyan, Artsvik Minasyan from the ARF Faction, the Head of the ANC Faction Levon Zurabyan, Mikayel Melkumyan from the PAP Faction and the Head of the RPA Faction Vahram Baghdasaryan presented their viewpoints on the matter of debate.

In their final speeches the Chairman of the Standing Committee on Economic Affairs Vardan Ayvazyan and the RA Deputy Minister of Finance Vakhtang Mirumyan touched upon the interpellations voiced in the deputies’ speeches and gave clarifications.

Afterwards Vakhtang Mirumyan submitted in the first reading for consideration the draft law “On Amending the RA Law on Turnover Tax.”

Vardan Ayvazyan presented the endorsement of the Head Committee, the NA Standing Committee on Economic Affairs.

The parliament passed by voting the legislative package “On Tax Exemption on the Activity in the Border Rural Communities” and envisaging amendments to the relevant laws in it, debated in the first reading on the previous day.
