Eighth Sitting of the Inter-Parliamentary Committee on Cooperation between the RA NA and RB NA is Held

On September 13 the delegation of the National Assembly of the Republic of Belarus led by Viktor Guminsky, Co-Chair of the Committee, Deputy Speaker of the RB NA House of Representatives arrived in Yerevan to take part in the works of the 8th  sitting of the Inter-Parliamentary Committee on Cooperation between the National Assembly of the Republic of Armenia and the National Assembly of the Republic of Belarus.

Opening the sitting Eduard Sharmazanov, Co-Chair of the Inter-Parliamentary Committee on Cooperation between the RA NA and RB NA, the RA NA Deputy Speaker welcomed the Belarus counterparts on the occasion of holding of the eighth sitting of the Inter-Parliamentary Committee on Cooperation. Mr Sharmazanov underlined that the MPs of the two countries actively cooperate in the international parliamentary organizations and are willing for the further development of similar cooperation. The NA Deputy Speaker said that the next year sees the centenary of the Armenian Genocide, on the occasion of which numerous events dedicated to the memory of the Genocide will be held. He invited the Belarusian MPs to take part in the international forum titled “Against the Crime of Genocide” to be held in Yerevan on April 22-23. Mr Sharmazanov expressed conviction that any legislative and executive means in condemning and preventing Nazism and xenophobia can be effective only in case of the widest participation of the parliaments. “Our peoples that carried on their shoulders the main weight for fighting the fascism had huge amount of victims, have the full right for it. At any point of the world, where fascism takes power, the international community should answer with all available accessible legal means. According to firm moral bases, new doctrines should become a reasonable answer to modern challenges and threats,” Eduard Sharmazanov underlined.

Viktor Guminsky, Co-Chair of the Inter-Parliamentary Committee between the RB NA and RA NA, Deputy Speaker of the RB NA House of Representatives, in his welcoming address thanked the Armenian side for the warm reception and highlighted the deepening of relations between the parliaments of the two countries. He has underscored that the cooperation of the two countries is laid on firm bases. Mr Guminsky has noticed that the parliamentary diplomacy is much more flexible and can let itself be one step forward from the official diplomacy. In this context he emphasized the activities of the Inter-Parliamentary Committee and the willingness of the sides to support each other in the international structures.

The member of the Inter-Parliamentary Committee Tatshat Vardapetyan from the Armenian side and Yevgeny Obolensky from the Belarusian side delivered speeches “On Perspectives of Trade-Economic Cooperation of the Two Countries.”

In Tatshat Vardapetyan’s word, the friendly relations of the two peoples have deep roots. Mr Vardapetyan said that a positive tendency of inter-regional cooperation is noticed, underscoring that almost all marzes of Armenia and Belarus cooperate. He proposed to deepen the partnership with Gyumri, take steps in creating joint ventures, particularly, and establish a factory of agricultural technique. He has documented that Gyumri as the second city of Armenia, has permanently been considered an industrial and cultural centre. “We always remember how after 1988 disastrous earthquake Belarus was one of the first countries that took part in house construction in Gyumri,” Mr Vardapetyan said.

Yevgeny Obolensky has noticed that though the Armenian-Belarusian trade-economic cooperation developed, the volume of goods turnover had increased, but the whole potential is not fully used. He emphasized the implementation of joint business programmes. Mr Obolensky as an important achievement of joint work has noted that in 2012 in Minsk a joint Armenian brandy factory has been opened. The Belarusian MP in the development of trade-economic ties highlighted the mutual visits and exchanges of experience. In this context he evaluated the study of Armenia’s experience in the sphere of nuclear energy.

The Co-Chair of the Inter-Parliamentary Committee Eduard Sharmazanov spotlighted the establishment of new joint ventures especially in the disaster area.

During the discussions the MPs proposed to create a working group comprised of MPs adjunct to the Armenian-Belarusian Inter-Parliamentary Committee.

The member of the Inter-Parliamentary Committee Hovhannes Margaryan from the Armenian side delivered a speech on cooperation between the two sides in international parliamentary structures. He has noted that Armenia and Belarus continue to actively cooperate in the international structures and has expressed hope that the sides will continue to support each other in the international structures and have agreed positions. The two countries further cooperate within the framework of the CSTO PA, OSCE PA and the Inter-Parliamentary Assembly of CIS member states. Mr Margaryan has underscored that Armenia and Belarus are strategic partners. He also touched upon the process of Armenia’s integration in the Eurasian Economic Union.

Viktor Guminsky, Co-Chair of the Inter-Parliamentary Committee, gave a speech from the Belarusian side. Reaffirming Mr Margaryan’s position, he noted in future the parliamentary delegations of the two countries would also continue to effectively cooperate in the international structures.

The Co-Chair of the Inter-Parliamentary Committee Eduard Sharmazanov noticed that the delegations of the two countries had always supported each other and expressed hope that the mutual assistance would be continuous from now on, too.

Nina Kostian delivered a speech within the framework of the theme “The Work of the Parliaments of Armenia and Belarus in Organization and Holding of Events Dedicated to the 70th Anniversary of Victory in the Great Patriotic War in 1941-1945.” She has noted that about 60 events are designed to fulfill. Mrs Kostian underscored that Armenians had a key role in the achieved victory and noted that everyone’s duty is to do utmost for keeping the memory of the victims of the Great Patriotic War bright and pass their names to the generations.

The member of the Inter-Parliamentary Committee Naira Karapetyan from the Armenian side delivered a speech. In her word, we shall always remember and respect our deceased compatriots in the fight against fascism. In Mrs Karapetyan’s word, the condemnation of all ways of Nazism, xenophobia and terrorism means to put an end to the threat that can in future result in new atrocities.

Eduard Sharmazanov noted that we should not remain passive: we should give abrupt answer to any revelation of xenophobia full of threats of violence, Nazism and fascism. Mr Sharmazanov expressed wish on putting a cross-stone eternalizing the memory of the deceased Armenians during the Great Patriotic War.

The discussion of the problems concerning the holding of the next ninth sitting and working plan of the Inter-Parliamentary Committee on Cooperation between the RB NA and RA NA was among the agenda items.

At the sitting the sides adopted decisions on every issue under discussion, which included the recommendations voiced during the sitting. At the end of the sitting the MPs adopted a joint statement.

After the sitting the joint press conference of Co-Chairs Inter-Parliamentary Committee on Cooperation Eduard Sharmazanov and Viktor Guminsky was held, where they presented the details on the works of the sitting.
