On August 26-29 the delegation of the RA NA Standing Committee on Defense, National Security and Internal Affairs, which comprised of the Committee Chairman Koryun Nahapetyan, deputies Artur Stepanyan, Tevan Poghosyan, Mikayel Manukyan, Edmon Marukyan, Armen Mkhitaryan, had a three-day working visit in the Nagorno Karabakh Republic.

The Committee Chair of the NKR NA Standing Committee on Defense, Security and Legality Zhanna Galstyan and the NKR NA Representative to the RA NA Karen Topchyan accompanied the RA parliamentary delegation in Armenia and Artsakh.

On August 26 within the framework of the visit the delegation of the RA NA Standing Committee on Defense, National Security and Internal Affairs first visited Vayk and Goris military units, the RA Vayk and Goris Police Departments and the Military Police Department of Yeghegnadzor Garrison.

According to Koryun Nahapetyan, the Committee regularly organizes visits to the marzes of the republic, and the main goal of it is to strengthen the link between the parliament and the armed forces, reinforce the atmosphere of trust within the framework of cooperation of legislative and executive bodies, disclose on spot the prior problems related to the service and give fundamental solutions by law to those problems.

The deputies took a tour in the military units, got acquainted with the soldiers’ everyday conditions, got interested in the issues connected with food and rest, they have been to the auditoriums of anti-air defense, tactical readiness, target equipment and in the sport halls, which were well-equipped with sport itinerary, and where the Armenian soldiers do their everyday exercises and training.

During the meetings in the military units and police departments issues on the officers’ housing provision were raised.

The Committee Chairman has informed that in future legislative reforms are designed in this sphere, as a result of which, many social and other problems will be solved.

On August 27 the Committee Delegation has been via route of Goris-Khndzoresk-Yeritsvank-Hadrut in the bases in the south-eastern direction of Artsakh, where it got acquainted with the armament of military bases and the position provision.

During the talk with the soldiers who have recently faced the diversion operations and repeled the enemy to their starting point it has been noted that the Armenian military are alert and at any moment of the day are ready to counterattack the enemy and silence their firing points with adequate actions. The commander of the battalion was awarded by the Committee Delegation.

On August 28 the delegation met with the NKR Defense Minister Movses Hakobyan.

Thanking for the meeting in the name of the delegation the Chairman of the RA NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan reaffirmed the great role and significance of the Armenian Army in ensuring the security of Armenia and Artsakh and in keeping the borders firm. Koryun Nahapetyan underscored the necessity of the continuous improvement of the legislation in the sphere of defense. In particular, they touched upon the problems of regulation of the statute relations in the army, the strengthening of discipline, officers’ social provision, as well as the problems of integration in the society after the officers’ service termination.

The members of the delegation laid flowers at Stepanakert Memorial Complex “Fraternal cemetery” bowed and honoured in silence the memory of the hero soldiers who did not spare their life for the freedom of Artsakh.

The RA NA deputies also have been in Shushi military units. In the commander’s military base they got familiarized with the process of management of anti-air defense zenith-rocket sub-units controlling the RA and NKR air borders.

The RA NA delegation also has been in Shushi Criminal-Procedure institution. The deputies got acquainted with the working conditions of the Criminal-Procedure staff, talked with those under preliminary detention, got interested with their living conditions and listened to the problems concerning them.

In Stepanakert the Committee Delegation had a meeting with the NKR NA Speaker Ashot Ghulyan.

Thanking for the reception, in the name of the Committee Delegation Koryun Nahapetyan highlighted the inter-parliamentary cooperation, particularly, in the spheres of defense, national security and internal affairs.

The delegation also met with the members of the NKR NA Standing Committee on Defense, Security and Legality.

The current and designed events of the Committee activity, the legislative developments and reforms were presented, the closer cooperation between the Committees were emphasized, and for that purpose the holding of joint sittings, numerous other issues of mutual interests were considered, in connection with them agreements were reached.

The delegation had also meetings in the NKR Police and in the NKR State Service of Emergency Situations.

In Police the members of the delegation got familiarized with the reforms going on in the system and the results of the office activities.

In the State Service of Emergency Situations the members of the delegation were presented the problems of the sphere, the works being done for the development of the system, the issue of the improvement of the legislative field and the expansion of cooperation was raised.

The delegation also visited the Disciplinary Battalion of Stepanakert Garrison, where the Committee Chairman welcomed the military, underlining the importance of the discipline in the army and the decent fulfillment of service obligations.

On August 29 the Committee Delegation visited Ivanyan Tank Unit. The delegation got familiarized with the details of the Tank Biathlon Competition which took place in the RF recently, where the Armenian team occupied the second honourable place. The members of the delegation also got familiarized with the works being done in the military unit and the problems of servicemen's readiness.

On the last day of the NKR working visit the delegation also visited the military positions deployed in Tonashen (Yeghnikner/ Deer), the Armenian pickets' combat readiness.
