On September 2 the sittings of the RA NA Standing Committees were held.

At the sitting of the NA Standing Committee on Defense, National Security and Internal Affairs the RA Deputy Defense Minister Ara Nazaryan presented in the second reading the draft law “On Military Industrial Complex” for debate.

The key reporter noted that the deputies had numerous proposals, and the majority had been adopted. The bill has been endorsed, and it will be included in the draft law of the NA upcoming four-day sittings agenda.

Other issues were also debated. The Committee Chairman Koryun Nahapetyan presented details to the Committee on the results of the visit paid by the NA delegation to the NKR on August 26-29.

The upcoming programmes of the Committee were also debated.

At the sitting of the NA Standing Committee on Health Care, Maternity and Childhood presided by Ara Babloyan in the first reading the draft law “On Amending the RA Law on Medical Aid and Service of the Population” and the package of related laws were discussed.

The Deputy Minister of Healthcare Sergey Khachatryan presented the endorsement of the Government on the draft law.

The draft law was endorsed to be included in the agendas of the sixth session of the fifth convocation and September 8-11 four-day sittings.

The Committee also approved the citizens’ reception schedule held by the NA Standing Committee on Health Care, Maternity and Childhood.

The RA NA Standing Committee on Protection of Human Rights and Public Affairs moderated by Elinar Vardanyan in the first reading debated the legislative package “On Human Trafficking and Identification and Support of the Abused Persons,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA Law on Foreigners.”

The legislative package with the endorsement of the Committee will be included in the draft laws of the NA session and upcoming four-day sittings agendas.

The bill “On Amending the RA Law on Advertisement” authored by the NA deputies Artsvik Minasyan, Aghvan Vardanyan and Armen Babayan was debated in the first reading. The bill will be included in the draft law of the upcoming four-day sittings agenda.

On the same day the sitting of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Gagik Minasyan debated the bill “On Amending the RA Law on Auditing Activity.”

The NA deputy Gagik Melikyan presented the bills “On Amending the RA Law on Treasury System” and “On Amending the RA Law on Cash Machine Operations.”

The Committee endorsed the bills for including them in the draft law of the agenda of the sixth session of the NA fifth convocation.

The Committee by the authors’ proposal postponed for a year the bill “On Amending the RA Law on Auditing Activity.”

The Chairman of the RA Control Chamber Ishkhan Zakaryan submitted for evaluation the annual report for 2013.

At the sitting of the RA NA Standing Committee on Foreign Relations moderated by Artak Zakaryan the agreement signed in Minsk on May 31, 2013 on agriculture was debated. The RA Minister of Agriculture Sergo Karapetyan noted about the expediency of the fulfillment of that agreement.

The debated agreement with the endorsement will be submitted to deliberation and ratification in the parliament.

Then a closed working debate was held over different problems concerning the foreign policy.
