On March 5 the meeting of the NA Standing Committee on Science, Education, Culture, Youth and Sport moderated by Artak Davtyan was convened.

The RA Deputy Minister of Culture Arthur Poghosyan submitted for the second reading the draft law “On Amending the RA law “On Mandatory Copy of Documents / Documentation/”. The draft law was endorsed by the Committee and was included in the agenda for the NA four-day sittings.

The co-author Samvel Farmanyan presented the package of the RA draft law “On Amending the RA Law “On Television and Radio” and the RA draft law “On Amending the RA Law “On Advertising” authored by the NA deputies Samvel Farmanyan, Arman Sahakyan, Levon Martirosyan, Naira Karapetyan, Arthur Gevorgyan, Edmond Marukyan, Tachat Vardapetyan. By the adoption of the legislative initiative electronic mass media will be given an opportunity from 10 p. m to 6 a. m. to advertise strong alcoholic beverages /with 20% and higher alcohol content/.   

The legislative initiative is substantiated by the simple logic that, on the one hand, minors of the population doesn’t watch TV in that time period, consequently, the logical limitations of the applicable law remain in place, on the other hand, the large firms producing and importing alcoholic beverages consumed in the Republic of Armenia, conditioned by the limitations of the applicable laws, in our country doesn’t contribute to commercials, which are considered to be pretty serious annual funds, as well as taking into account Armenian Television’s difficult financial standing as a result of financial-economic crises, and state budget revenues collected from alcohol advertising, in general. Preliminary estimations show that by adopting the legislative initiative advertisers’ payout for commercials counted up to 1 billion Armenian Dram will be additionally directed to the Armenian Television, which will be a kind of bailout for its current situation. It is necessary also to fix that the limitation of influence by alcohol advertising on minors of the population is sustained by the legislative initiative. The advertising of strong alcoholic beverages /with 20% and higher alcoholic content/ by electronic mass media is forbidden from 6 a.m. to 10 p.m..  

The Committee endorsed the package of draft laws for including it in the agenda of the NA session and four–day sittings.
