Parliament Continues the Work of the Four-Day Sittings

On April 30 the RA National Assembly continued the work of the four-day sittings passing by voting the bills debated on the previous day.

After voting the in the name of the parliament the NA President Hovik Abrahamyan welcomed the pupils and teachers of Zhamkochian N 119 school, who were attending the sitting within the framework of “Open Lesson” programme.

Afterwards the parliament in the first procedure the package of bills “On Amending the RA Law on Language,” “On Social Protection of the Invalids in the RA,” “On Amending the Criminal Procedure Code of the RA,” “On Amending of the Administrative Procedure of the RA,” “On Amending the RA Law on Notary” and “On Amending the RA Law on Television and Radio,” which presented the RA Acting Minister of the Education and Science Armen Ashotyan.

The member of the Head Committee, NA Standing Committee on Science, Education, Culture, Youth and Sport Artur Gevorgyan endorsed the package of bills.

The NA deputies in the first reading also debated the draft law “On Amending the RA Law on Accumulative Pensions,” which submitted the RA Deputy Minister of Finance Vardan Aramyan.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan endorsed the draft law.

Vardan Aramyan submitted for the deputies’ debate “The Modernization of the Northern Corridor” signed between the Republic of Armenia and European Bank of Reconstruction and Development on November 23, 2012.

The member of the NA Standing Committee on Foreign Relations Samvel Farmanyan said that the agreement had been debated in the committee and endorsed.

The member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Sukias Avetisyan presented the endorsement on the agreement.

The deputies in second reading debated the draft law “On Amending the RA Law on Local Self-Governance,” which presented the RA Deputy Minister of RA Territorial Administration Vache Terteryan.

The Head Committee endorsed the bill.

The Acting Justice Minister Hrayr Tovmasyan presented the package of the RA draft laws in the second reading “On Amending the RA Law on Alternative Service” and “On Amending the RA Law on Putting into Circulation the RA Criminal Code” for completely passing it.

The Deputy Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Grigor Grigoryan noted that the committee endorsed the bill.

The Vice President of the National Assembly Hermine Naghdalyan highlighted the comprehensive debates over the package, thanking the representatives of the NGOs for active participation in the debates.

Then the legislators debated the draft law “On Amending the RA Law on Local Self-Governance. Vache Terteryan presented the bill in the first reading.

The President of the National Assembly Hovik Abrahamyan noted that in accordance with the additional protocol adopted in Utrecht in 2009 the necessary procedures for the participation of the population in the works of the local power should be established by law. The NA President urged the representative of the Government to establish the procedure, which lack in the draft law. Hovik Abrahamyan highly appreciated Vache Terteryan’s contribution in the establishment of the local self-government system.

Touching upon the concerns sounded by the NA President, Vache Terteryan noted that he agreed with the President of the Parliament, and the bill would be reviewed up to the second reading.

In his final speech Vache Terteryan thanked the National Assembly for concerning debates, noting that the deputies’ views were consonant with the views of the executive body.

Then the deputies debated the draft law “On Amending the RA Law on Financial Leveling.”

The Chairman of the NA Standing Committee on Territorial Management and Local Self-Government Stepan Margaryan said that the draft law had been endorsed.

Afterwards the deputies in the first reading debated the draft law “On Amending the RA Law on Property Tax.”

The debate of the issue will continue at May 2 sitting of the parliament.
