Meeting in the NA Standing Committee on Science, Education, Culture, Youth and Sport

On May 3 Artak Davtyan, Chairman of the Standing Committee on Science, Education, Culture, Youth and Sport of the National Assembly, met the pupils and the teachers of the Basic School N 78 of the capital within the framework of the programme “Regional Initiative For the Sake of the Children’s Participation” of the organization “Save the Children.”

Besides presenting the legislator’s main functions and the authorities stipulated by Constitution, the NA Committee Chairman introduced the schoolchildren the directions of the activity of the committee led by him.

The speaker clarified the representational character of the parliament for the children, also introducing them the peculiarities of the majoritarian and proportional electoral systems. He talked about the creation of the laws in particular, about professional discussions, stressing the vital importance of the law in all public relations and also the importance of the rule of law and principle of equality. The Committee Chairman also presented the control authorities of the parliament, underlined the importance of the parliamentary diplomacy.

In his talk with the schoolchildren Mr Davtyan touched upon the theme of education, in general education, detailing the latter’s three-degree system. He has noticed that Armenia already has been independent for 20 years and should have an educational system consonant with international developments, comparative with other countries in structure and programme. Noting that any new initiative can have shortcomings, the Committee Chairman deemed the turn into three-degree system necessary and justified. Artak Davtyan has said that the provision of the quality remains an important problem and has underlined the senior school as a necessity of enriching with material and technical basis and getting high quality specialists.

One of the pupil’s questions related to the problem if the senior schools were ready to solve the problems put before them. Artak Davtyan answered that time should be needed for certain criteria. The schoolchildren expressed concern on incompliance of educational programmes and textbooks, non-understanding word stock being used in it, addressed on adding the free places of studying in the educational institutions. In this connection the Committee Chairman has noted that the state is led by necessary specialists’ demand while defining free places. Mr Davtyan considered significant that even in the conditions of financial crisis the means designed for education have not been reduced, being in priority.
