Representatives of NA Civil Contract and Armenia factions give speeches on main financial document of coming year

During the debate on the 2026 RA state budget the representatives of the NA Civil Contract and Armenia factions gave speeches.

On behalf of the Armenia faction the deputy Artur Khachatryan gave a speech. Touching upon the lines of the budgetary document that peace was established between Armenia and Azerbaijan by the declaration signed in Washington on August 8, the deputy noted: “Don’t compare peace with a ceasefire, there is no peace when enemy troops are on your territory. There is no peace when the enemy interferes in your internal affairs. There is no peace when the enemy constantly makes new demands.” Artur Khachatryan spoke about the issue of lifting the blockade on Armenia, referred to the provision of social assistance to our compatriots from Nagorno-Karabakh who were forcibly displaced.

According to the MP, the presented budget is incapable of solving the defense problems of the country and ensuring economic progress.

The Head of the Civil Contract faction Hayk Konjoryan presented the viewpoint of the faction. He spoke about the system operating under the previous authorities and, addressing his opposition colleagues, said: “Your collective world is not happy, you are unhappy, because the loss of power is not a political reality for you, but a personal misfortune.”

Regarding the budget for the fifth year of the current government, the faction leader stated: “We have been able to preserve, protect and institutionalize democracy in Armenia.”

Hayk Konjoryan noted that the faction will approve the draft budget.

The parliament in the second reading debated the draft law on Amending the law on State Duty authored by Sergey Bagratyan and Narek Ghahramanyan.

It is proposed in particular, to increase the duty set for the import of the metal rebars, protecting by that also the local producer’s interests.

During the period from the first to the second reading it was proposed by the Government to set the state duty at 45,000 times the base duty instead of 55,000 times. It is envisaged that the law will enter into force on the tenth day following the day of official publication. The key rapporteur Sergey Bagratyan informed that the draft was endorsed in the Committee.

Then the National Assembly by voting adopted the draft laws debated during the regular sittings.

Covering the agenda, the parliament ended the work.
