On October 15, a public debate, initiated by the authors of the legislative initiative, the deputies of the RA NA Civil Contract Faction Meri Galstyan and Arusyak Manavazyan, on the package of draft laws on Responsible Treatment of Animals and the related laws was held.
The adoption of the law is the first step in the legal and institutional regulation of animal protection, which will be improved during its implementation. According to the authors, it is expected that proper implementation of the law will minimize animal cruelty, as well as it will increase the effectiveness of law enforcement investigations. The legislative package comprehensively regulates the entire range of legal relations related to domestic and stray animals.
The non-governmental organizations (NGOs) working in this sector presented their opinions and observations on the legislative initiative, relating to the points that need to be changed. A number of urgent issues in the sector that require a systematic solution were discussed. The participants also expressed their willingness to cooperate more closely in the future to improve the sector.
According to the authors, a multi-stakeholder committee will be created to regulate the implementation of regular meetings and work with the participation of officials of the sector and the NGOs. The authors of the legislative initiative will consider the possibility of including the proposed amendments in the draft laws.
