The NA With Honor and Armenia factions presented a draft decision on Creating Parliamentary Ethics Committee on the behaviour of the deputy of the National Assembly Andranik Kocharyan.
The member of With Honor Faction Taguhi Tovmasyan presented the draft at the sitting convened by the Standing Committee on NA Standing Committee on State and Legal Affairs on April 25.
According to the rapporteur, the necessity to submit the NA draft decision arose in order to examine the behaviour of the NA deputy in the NA corridor on March 20, 2025. “Deputy Andranik Kocharyan, by displaying discriminatory attitude on the basis of gender in the NA corridor on March 20, 2025, insulted journalist Hripsime Jebejyan. He also showed disrespect towards the journalist,” Taguhi Tovmasyan noted.
The RA NA Armenia and With Honor factions considered it necessary to establish an NA Ad Hoc Ethics Committee to exclude such cases, to examine the behaviour of the deputy and to issue a conclusion in order to exclude the repetition of such behavior.
The co-rapporteur Alkhas Ghazaryan noted that she is very strict about the ethics and behaviour of any deputy. The MP emphasized that a Standing Committee on Ethics will be set up in the near future, which will examine such issues, and until then, she suggested refraining from the idea of creating an ad hoc committee.
The Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan noted in his speech that the ad hoc committee will be the majority committee, and it would be more appropriate to have a Standing Committee on Ethics. He emphasized that they will come up with a legislative proposal to have such a committee.
The Committee by voting did not approve the draft decision.
