Points given to drivers to increase from 9 to 13: Draft law debated in first reading

The NA Standing Committee on Defense and Security endorsed the draft law on Amending the Code on Administrative Offenses authored by the NA deputies Alen Simonyan, Ruben Rubinyan, Armen Khachatryan, which envisages increasing the threshold of points given to persons having the right to drive a vehicle per year from 9 to 13.

The key rapporteur Armen Khachatryan noted that often, especially as an entrepreneurial activity, the 9 points given to the drivers engaged in passenger and freight transportation are not enough, which leads to the emergence of more serious social problems, an increase in the social burden and the just dissatisfaction of the citizens.

According to the statistical data received from the Ministry of Internal Affairs, from 2020 to 31 May 2024, the right of 14.365 drivers to drive vehicles has been suspended due to the expiration of penalty points, and 628 people were deprived of their driving privileges due to double suspensions in the same year.

The planned amendments aim to alleviate the social burden of the drivers. A tightening of penalty points is envisaged for a number of violations, which are characterized by the motives of marginal behavior and the execution of which clearly has no social context.

According to the co-rapporteur, the NA deputy Vahagn Aleksanyan, the draft law mainly concerns taxi drivers, who spend most of the day in the car due to work. He urged his colleagues to vote for the bill.

According to the co-rapporteur, Deputy Minister of Internal Affairs Armen Mkrtchyan, the Government is not against the submitted draft and has no proposals in principle. The Executive, in particular, proposes to provide for a single date for the provisions of the law to enter into force.

The MPs mentioned in their speeches that there are violations, in the case of which the penalties provided for should be tightened.

The Committee debated and endorsed the draft law on Making Addenda and Amendment to the Law on Police and the related laws submitted together.
