The adoption of the draft is conditioned by the requirement of the Government Action Plan for 2021-2026, according to which the Unified Social Service will provide the assign ment and payment of maternity benefits based on data from the electronic healthcare system. The RA Deputy Minister of Labor and Social Affairs Davit Khachatryan said this.
On February 4, at the sitting of the RA NA Standing Committee on Labor and Social Affairs the package of the draft laws On Making Amendments and Addenda to the law On Temporary Disability and Maternity Allowances and On Making Addenda and Amendments to the law On State Allowances was debated in the first reading.
If the legislative initiative is adopted, the process of assigning temporary disability and maternity allowances will be improved and targeting will be ensured: the allowance will be assigned and paid by the Unified Social Service based on the data from the electronic healthcare system.
The introduction of an electronic healthcare system enables an unemployed person to carry out the process of assigning allowances through the automatic exchange of information necessary for maternity allowances without the citizen having to appear at a regional centre and submit documents.
Presenting in detail the proposing amendments and addenda, Davit Khachatryan answered the MPs’ questions. Touching upon the period of entering into force the legislative package, the key rapporteur expressed conviction that by September 1, a digital system will be provided, which will allow for the full resolution of issues electronically. The RA Deputy Minister of Labor and Social Affairs underscored that importance of the adoption of the draft, proposing the attendees to vote for it.
