The E xecutive proposes amendments and addenda to the laws o n State Regulation of Ensuring Technical Safety, o n Fire Safety and the Administrative Procedure. Code . Accordingly, the following administrative acts of the Inspection Body will be subject to immediate execution: First, the order prohibiting the operation of a hazardous production facility, a separate technical means or technological equipment located at a hazardous production facility, second, the operation of separate units of production sites of organizations, construction, reconstruction, restoration, strengthening, and modernization of buildings. The next concerns decisions to completely or partially suspend the operation of buildings, structures and other facilities if they pose a direct and immediate threat to the occurrence of fires and the safety of people. It is proposed to establish a mandatory requirement for the conservation of a hazardous production facility if it is not operated. The Head of the Inspection Bodies’ Coordination Bureau of the RA Prime Minister’s Office Petros Martirosyan presented the legislative package for debate in the first reading.

The deputies’ concerns mainly referred to the issues of delaying judicial acts in the above-mentioned cases, the possible impact of new regulations on claims under disputed stage, and the importance of maintaining safety standards. The rapporteur addressed the above-mentioned issues.
