The necessity for making addenda and amendments to the Law on Lake Sevan arose during the implementation of one of the provisions of the law. This was stated by the Deputy Minister of Enviroment Ara Mkrtchyan at the NA sitting on November 14.
Hence, according to the Deputy Minister, the development of the annual plan is part of the budgetary process of our country, and every year, according to the established procedure, the draft of the annual plan for the coming year is presented to the Government for consideration within the framework of that process, until the first ten days of September. The annual plan is approved by the relevant decision of the Government, after which the Government submits it to the National Assembly as part of the draft state budget. The National Assembly approves the state budget. Based on the results of the study, a change is made in the decision of the annual program: The amount of industrial fishing for the current year is defined. Therefore, in the description of the implementation of the measure in the annual plan, it is stated that its implementation can be ensured after the approval of the annual plan, taking as a basis the receipt of the necessary data for the implementation of that point," he noted.
Therefore, in order to avoid legal problems, the draft proposes to make amendments in the relevant clause of the law, removing the requirement to define the problematic clause with an annual plan, and entrusting this authority to the Government, which will define the quantities of industrial hunting.
According to the information of the Deputy Minister, technical amendments were also made.
